State Government’s plan to turn 46 colleges into constituent colleges seems to have hit a huge hurdle as the Government has not even moved an inch in the direction since last discussion held in a review meeting in 2014.
“A report on the details of the private colleges was prepared and submitted to the government by a committee comprising me, Development Commissioner, Principal Secretaries of Finance and Human Resource Development departments during a review meeting held last year. We were then supposed to go through the viabilities of each private college proposed for the plan. Many among the 46 colleges do not fulfill the required criteria,” said Higher Education Director Dhirendra Nath Ojha on Tuesday.
“No meeting or discussion has been organised since long,” he added.
“The private colleges spread across the state are included in the plan. Unless, the government does not discuss over the submitted report, we cannot reveal the names of the colleges since there are certain rules and regulations,” he said.
There are six State universities in Jharkhand namely Ranchi University (RU), Vinoba Bhave University (VBU), Sido Kanhu Murmu University (SKMU), Kolhan University (KU), Nilamber Pitamber University (NPU) and Birsa Agricultural University (BAU). The selected private colleges will be recognised under any of these universities.
Sources from the State universities maintained the Higher Education department had been taking such initiatives in phases since long which has resulted to technical hurdles.
“Colleges in Mandar, Sisai and Bero which turned constituent colleges under RU from private colleges are undergoing legal problems like the teaching posts are not fulfilled as compared to the enrolled students. There are other complications in the administration,” said a senior Professor. But, he pointed that the changing recognition helps in the overall development of a college.
“Ranchi College, Ranchi Women’s College, JN College, Doranda College and Marwari College were earlier functioning as private colleges. later, when the government declared it as constituent colleges of RU, the academic session, infrastructure maintenance, employee recruitment and admission of students is held in a transparency mode,” he said.
