New appointment policy against locals: Das

Published on:

BJP national vice president and former Chief Minister Raghubar Das slammed the State Government's new service rules policy.  Das said that the JMM/Congress coalition’s new appointment policy is not going to serve the interest of tribals and moolvasis as the new policy will face legal hurdles. He also targeted the Government for keeping away Hindi as compulsory paper in State Staff Selection Commission examination.

The Soren Cabinet last Thursday approved a new appointment policy. The Jharkhand government’s proposal makes knowledge of regional and tribal languages mandatory for Government jobs in the State through the Jharkhand State Staff Selection Commission.

Also, the candidates desirous of jobs in the State should have knowledge of local culture, language, and tradition besides they should attain at least 30 per cent marks in a regional and tribal language which will be added in the scores while preparing merit list.

Das said, “Hindi has been left out of languages. In State Government schools, Hindi is the medium of instruction and teaching. The State Government has tried to leave Hindi from compulsory paper with ulterior motives so that local students from the State face problems in clearing state competitive examinations.”

The regional and tribal languages which any candidate could opt for state-level examination are - Mundari, Kharia, Ho, Santhali, Khortha, Panchpargania, Bangla, Urdu, Kurmali, Nagpuri, Kurukh and Odia.

Apart from these, the State Cabinet also cleared a proposal by the Department of Personnel, Administrative Reforms for amendments in Jharkhand Secretariat Clerical Service Rules. Under this, it will be mandatory to pass 10th, 12th /Intermediate from recognized educational institutions of Jharkhand.

Das said that in the new appointment policy there are several flaws in state government services rules, it will be mandatory to pass 10th, 12th / Intermediate from recognized educational institutions of Jharkhand. “Under the condition any student from other states can pass matriculation or intermediate from state government institutions and become entitled for appearing in examination,” said Das.

Das said, “The previous government service rules of 2016 had made provision for students studying from class I to X in government, while the present government has abolished the service rules.” The BJP national vice president said that the state government had made new service rules complicated so that it faces legal hurdles, the new service rules are unconstitutional. He also said that the new service rules aim at disturbing the social harmony of the state.

He said that the state government policy to poll promises to give 5 lakh jobs within a year is an eyewash. The press conference was also attended by State BJP media in-charge Shivpujan Pathak and media co-in-charge Ashok Baraik.

Earlier, in March this year, the state government had come out with a policy with 75 per cent reservation in the private sector with a salary of up to Rs 30,000 for locals. In exercise of the powers conferred in sub-section (i) of section 12 of the Jharkhand Staff Selection Commission Act, 2008, the Jharkhand Staff Selection Commission Examination (Intermediate/10+2 Level) Conduct Rules, 2015 has been approved for amendment.
