National Commission for Protection of Child Rights (NCPCR) will organize one day Regional Consultation in collaboration with Jharkhand State Commission for Protection of Child Rights (JSCPCR) and Education Directorate in the state capital with the aim to outline recommendations and responses that may add to enrich the proposed education policy. Representatives from 12 states including all the north eastern states will participate in the consultation.
The Ministry of Human Resource Development (HRD) is formulating New Education Policy using inclusive and participatory approach to address the changing need of society and keeping the futurist approach.
“The announcement of the new education policy has come after a long interval in the sector that has undergone exceptional changes since 1986, when the national policy on education (NPE) came into force. During this period, an enormous rise in the social and economic aspirations can be witnessed that has led to multifold increase in the demand for education across diverse section,” said, Member, NCPCR (Education), Priyank Kanoongo.
As many as 13 themes covering broader perspectives of deliberation and consultation have been drafted by the Ministry of HRD. “Apart 13 themes, we are also recommending to include one theme on precaution and protection of children. We are giving stress on child session, as their opinion is must for draft formulation. Few commendations which we received from different states include formation of Indian Education Service cadre, medium of instructions, promotion of regional language and enhancement of science and mathematics,” added Kanoongo.
The government has sought responses from various stakeholders in education sector from gram panchayat to national forums. NCPCR, under section 13 of CPCR Act, 2005, has been assigned the role of reviewing existing policies as well as making recommendations for effective implementation of policies in the best interest of children.
As the commission lays stress on precaution and protection of children, considering the recent brutal murder case at Sapphire International School and ways to tackle such heinous incidents, NCPCR member, Yashwant Jain who looks after the legal facets of child rights in commission, informed, “Recommendations like police verification of all the staff members and teachers has been made. It has been found that accountability of school management on safety issue has not yet been ensured. We need to sensitize both children and teachers on various components of child rights.”
