MlA warns admin against overplaying Yojna Banao Abhiyan

A senior BJP MlA Radha Krishna Kishore who represents Chhatarpur Vidhan Sabha constituency of Palamau has strong reservations against the Yojna Banao Abhiyan launched throughout the State. Kishore said he would like to have ‘Yojna Pura Karo Abhiyan’ and mentioned that there is a pendency of more than 5,000 schemes alone in Palamau which is continuing over the last few years.

He said, “One should find out the number of certificate cases which come under Public Demand Recovery Act  which are filed to recover government money in the event of failure of schemes like non completion etc  and one will invariably find these cases are very enormous and that reflects  the schemes are either dead or a non starter or just grounded before any take off.”

Kishore said, “Our chief minister Raghubar Das wants participatory development in which a face less man too has his voice in the budget of development in the state’. None can question the intention of this drive.”

However, this BJP MlA came down heavily against the administrative machinery which he said is pumping all energy in just in making publicity of the drawing the schemes but as far as implementation of the schemes is concerned the administrative officials develop cold feet or become callously apathetic.

Kishore wanted to know why 27 panchayat bhavans remained incomplete here over the last five years.  He said in the same vein it takes years to build an Indira Awas which is a `75,000 affair only. The BJP MlA said, “The administrative machinery should avoid distracting the public attention by this kind of spectacle like loud speaking about Yojna Banao Abhiyan.”

He said sheaves of petitions pour in the Janta Durbars of the DCs in the state. Does any DC in the state take any care to announce the action taken report on these petitions in the next Janta DurbarIJ Kishore quipped. The BJP MlA referring to MGNREGA schemes said the schemes are grounded before they take off.  He said this MGNREGA scheme has been so entangled in administrative labyrinth  that a poor unskilled labourer almost hates doing any work of the MGNREGA scheme.

He said the middle men have played havoc with the MGNREGA schemes who as he added ‘ The middle men land the schemes in DRDA and take off from there with the active complicity of the unscrupulous officials’. Kishore has admonished the officials not to overplay Yojna Banao Abhiyan in order to cover up their apathy and indifference to hundreds of schemes which have fallen flat on the earth because of officers’ gross negligence of duty’.
