Jharkhand Vikas Morcha (JVM) supremo Babulal Marandi has rejected the decision of the Government to extend provisions of jobs reserved for locals to all over the State while terming it detrimental to the interests of original residents of the State.
Holding a press conference on Wednesday the former Chief Minister demanded differentiating permanent resident from domicile of Jharkhand and reserving several classes of jobs for them only for a certain period of time.
“The Cabinet rejected even the recommendations of the Amar Bauri committee which would have provided benefits to most of the actual inhabitants. Firstly, they acted under our pressure and seeing backlash in 2019 their own MlAs wrote to the Speaker and the Chief Minister extending reservation to the rest 11 districts like the 13. But again the Government deceived the youths of Jharkhand with this decision,” said Marandi.
He said that his party from the very beginning was seeking inclusion of only those who had their roots into the last survey settlement done way back in 1932. “Only such persons should be treated as original habitants of the State. We from the beginning are opposing the domicile policy put in place which includes all coming here from different States. We cannot treat Jharkhand at the same breath like Chhattisgarh or Bihar. Original residents of the State have been deprived of their rights for long and thus need special attention,” said the JVM chief.
The Cabinet on Tuesday working on the recommendation of the committee decided to reserve all class III and IV jobs for the locals, defined as per its domicile policy, as it was done earlier in the case of 13 districts only. Marandi at the same time demanded from the Government to enact a law under the Article 16(3) of the Constitution and place that into the Schedule-9 so that is can be shielded from judicial purview or scrutiny.
“We tried to do this when I was the Chief Minister but it was later challenged and rejected. The Constitution allows any State to have special provisions for its marginalised sections for a certain period. The Government should formulate a special law under the Article 16 (3) and reserving all class II, III and IV jobs for original residents of Jharkhand only for the period of 20 years. If this is not done then this step would prove another cheating for the Jharkhandi youths at the hands of the BJP-led Government,” said the leader who added that all ongoing recruitments in the State to fill different posts through JSSC or JPSC should be stopped until the decision was taken.
