A letter of executive magistrate Deepmala has sparked a controversy in the State after she leveled serious charges of harassment and partisan approach against Hazaribagh Deputy Commissioner Ravi Shankar Shukla. The eight-page letter went viral on social media on Tuesday and both the officers were asked to present their side by the government, said sources.

In her letter, Deepmala has charged Shukla of harassing her by giving duty "intentionally" in night hours. She said as a subordinate, she lacked the guts to face an IAS officer. She said she is known as a polite and well behaved female officer but still harassed for reasons not known to her.

The magistrate, who was not available for her comments after the letter gone viral on social media, slapped several charges on Shukla. She wrote that he is in habit of abusing female officers as well as giving duty to them in night hours during festivals.  She said what she knew about him was the fact that he was in habit of doing so with female officers.

According to her, recently she was given duty at control room from 10 in the night to 6 in the morning. She said she was the only one to get this duty where she had the worst experience of her life.

She said when she came out of the police control room to go to washroom situated in a corner, she saw policemen sleeping without proper clothes. She said one of them woke up and realising that she was alone started creating problem for her. She wrote that anything would worst taken place with her on that day.

She wrote that she is a single parent and living with her son in a rented flat. “My kid has to stay alone always and due to night duty, I know someday I will lose my son, added she. She said she shared her problem with Shukla besides requesting him for leave number of times due to bad health but was turned down always.

Deepmala said raising finger on a deputy commissioner by a junior officer will result in losing her job. She said she doesn't want sympathy or any support but wanted to highlight the mental trauma of deputy collectors working as BDO, CO and other key posts.

She said all these officers working day and night for better performance of the district but no praise at all.

Shukla was not available for the comments. Howver, sources said that the Personnel Department has asked the two officers to present their sides by the government.
