'law needed for implementation of TSP'

Sensing the need for an effective Tribal Sub Plan (TSP), experts on TSP have decided to bring the Adivasi community on one platform and make a joint effort in the direction of a law in the interests of the tribals of India.

Highlighting the sorry state of affairs and under utilization of funds meant for uplifting the Adivasis, Secretary Movement for Dalit’s Economic Rights, Paul Diwakar said, “Under the TSP, Central Government has to spend around 8.2 per cent of the budget however only 5.2 per cent is spend by the Government.”

Paul added, a large part of the budget is usually spent on general schemes like Sarv Siksha Abhiyan, MSME, school uniforms and information technology. “Around Rs 23,000 crore is being spent under TSP and of that only 15 per cent reaches directly to the intended beneficiaries.” Experts on TSP accused government departments of not implementing central government’s policy and using the money meant for the plan as per their preferences. Notably, experts believe that only a law can address the hurdles in the implementation of the TSP.

“lack of law is the prime reason for poor implementation of TSP,” said SB Mallich associated with Jharkhand Jangal Bachao Abhiyan. Father Alex Ekka and Nirmal Minz were other experts to echo the views raised on the poor implementation of TSP and framing a law for the same.
