The last day of the financial year 2012-13 turned out to be a busy day for the officials of all Government departments and State treasury. All departments were expected to get approval for drawing funds under plan expenditure by the end of the financial year 2012-13.

locked inside the office premises the State Treasury officials were rushing through the files to complete the sanction of as much expenditures as possible before the end of the day.

“To draw funds for expenditures on projects and other miscellaneous expenses it is necessary to get approval before the end of the day,” said an official of Animal Husbandry department.

Notably, the employees of many departments were found grappling to meet the deadline of March 31 and were scrambling to push their files on expenditures for approval from the treasury.

“Today is the last day for getting approval for the expenditures and that is the reason we are working even on holiday,” said an employee of labour Department.

However, it is likely that the State would fail in utilising total plan outlay earmarked under the budget 2012-13. A provision Rs16,300 crore was made under plan outlay for Jharkhand in the previous financial year.

Around Rs9000 crore was spend on projects under plan expenditure till 30 March. According to rules, plan funds if not drawn before the start of new fiscal are returned to the centre.
