Taking forward its plan of budget amalgamation, the Government has laid out the structure that is going to be in place for the 2017-18 exercise. Development Commissioner cum Additional Chief Secretary of Planning and Finance Department Amit Khare has explained that the upcoming budget would be divided into four segments, mainly in order to make its execution better.

The budget which is not going to have any segregation in the form of Plan and Non-plan expenditure has been classified as revenue receipts, establishment cost, central aid for State schemes and State scheme. The State sponsored schemes would have four priorities such as Committed liability, Ongoing Scheme, New Scheme and Guarantees to be Prefers.

Amit Khare, in a missive, issued on Friday said that the composite budget would have mention of all the costs coming on overall development of the State, including building construction, roads, ponds and canals construction and their extension, purchase of immovable assets, all types of stipends and scholarships, maintenance cost, subsidy and consultancy fee etc.

Priorities for the State schemes have also been fixed and the last year schemes for which the Government has made commitment topped the list. Ongoing schemes would be taken up thereafter and then only new schemes would be initiated in the budget exercise. All the concerned Departments have been told to identify smaller schemes which can be implemented through panchayats such as gravity irrigation scheme, building of anganwadi centres, health sub-centers, primary schools, micro-lift irrigation, land leveling etc.

Various departments were also told to ask for budgetary provision keeping in mind Sustainable Development Goal and also against the next three years’ work plan.

The Development Commissioner also added that like the previous year’s exercise, the upcoming budget would also have provision for Agriculture Budget, Gender Budget and Action Taken Report (ATR) about the announcement made by the Chief Minister. All the documents would be presented before the Assembly.

This apart, two different sets of documents would also be prepared containing district-wise list of budgetary schemes or announced by the Chief Minister with all the details along with ‘Outcome Budget’. The ‘Outcome Budget’ would have a mention about the assets and services created out of the budgetary spending.
