On the third day of its ongoing ninth congress the CPI (Ml) criticised the growing penetration of capitalism in India’s society and economy and said that Khap Panchayats and private feudal armies were the faces of the Indian Capitalism.

The party took serious note of the deepening agrarian crisis, manifested in the continuing spate of farmers’ suicide, massive land acquisition, diversion of agricultural land, falling wages of agricultural labourers and poor implementation of MGNREGA schemes.

“Only 24 per cent of rural household have got employment under UPA’s flagship MGNREGA scheme. Food Security is another UPA’s promise that has turned into a bitter story of betrayal,” noted a resolution passed by the congress.

Commenting on Panchayati Raj Institutions the congress noted that legal rights given to the panchayats are conspicuous by their absence on the ground.
