JSCA unfazed by IG notice, to hold poll today

The Jharkhand State Cricket Association (JSCA) has out a question mark over the letter issued to it on May 21 by the Inspector General of State registration department, saying the latter is not to interfere in the cricket body’s elections, scheduled for Saturday.

“Provisions of the Act do not confer any power, authority or jurisdiction upon the office of the IG (Registration) to interfere in any manner whatsoever with the election of the society registered under the Act,” noted the JSCA reply.

“Neither (do they) empower the office to issue any direction to the registered society with regard to the manner in which elections are to be held. It cannot also nominate any stranger to the society to either conduct or supervise elections, more so when the electoral process has already started,” it added.

The reply further said all allegations were completely without basis and a result of ignorance on part of the complainant about rules and regulations of the association of which he claims to be a member.

A faction in the JSCA had also alleged that association members had not been informed properly about the AGM held on May 15.

JSCA clarified to the IG (Registration) that the meeting’s notice had been sent to members by post and also been posted on the notice board of the association’s office. A Press release had also been sent to all major dailies.

According to electoral officer Amrendra Kumar Singh, it is the prerogative of the JSCA president to conduct elections anytime before four years. “According to the JSCA manual, election is an agenda of the AGM… all members were informed about the AGM,” said Singh.

The Annual Report 2011-12 says there are 742 members of the JSCA. “Of this, 651 are life members and 95 are affiliated members under different clubs and institutions,” said the electoral officer.

Explaining the election process, Singh said there would be five polling booths — four for life members and one for affiliated members — for election by secret ballot. “Only authorised members will be given entry at the North Gate, after registering at the gate itself. They will be given booth numbers,” added Singh.

Campaigning is not allowed inside JSCA Stadium premises and voting will be from 9:30 am to 12:30 pm.
