In the wake of frequent mass transfers of police officials taking place in the last few months, members of Jharkhand Police Association (JPA) are planning to call on Chief Minister Raghubar Das requesting him to issue appropriate instructions in this regard. According to Association members, frequent transfer has been the main cause of frustration among policemen and their family members.
“As we have already written to DGP DK Pandey but nothing has been done so far. Now we are planning to take the issue to Chief Minister requesting him to interfere and issue appropriate instructions to the state police in this regard,” said General Secretary of Jharkhand Police Association Akshay Kumar Ram.
Ram alleged that frequent transfers are being done by the police headquarters, without taking the recommendations of Police Reforms Committee into consideration. “We are all against it as according to the then DGP BD Ram, recommendations of Police Reforms Committee had been implemented in the state. He himself had filed an affidavit before the Supreme Court that the recommendations of the Committee has been implemented in the state,” said Akshay Kumar Ram.
According to recommendations of Police Reforms Committee, there should not be a service period of less than two years for a police official, added Ram. “There must be a transparent transfer policy of the state police so that the police officials do not feel harassed,” added he.
Both the clauses of the recommendations --- no officer could be transferred from a district before completion of 5 years and he cannot be removed from a Police Station in less than a term period of 2 years, are being violated in the state, Ram said. Even in the police order (1/2000), issued by the then DGP TP Sinha where it was stated that officials posted in Naxal infested districts should be transferred to the less affected ones while those posted in rural areas should be transferred to urban Police Stations, was not being followed strictly these days. “Regular postings in the Naxal infested areas or frequent transfer from one district to another makes a negative impact on the policemen and their family members leading to frustration for them,” said Ram.
Former President of Jharkhand Police Association also asserted that frequent transfer puts a negative impact on the efficiency of the police personnel as they cannot devote themselves fully in such situation. “The officer always remains sceptical about himself that he could be transferred at any point of time,” said Kumar. In such a situation a police officer will never be able to work fearlessly, added Kumar.
