The State Government on Thursday issued a notification declaring a five-day Monsoon Session on State Assembly starting from September 18. The session that will conclude on September 22 will have three business days on September 19, 21 and 22.

According to the notification issued by Cabinet Secretariat and vigilance department and signed by the Governor the Session will begin on September 18 when the First Supplementary Budget of the Financial Year 2020-21 alongwith ordinances will be put up before the House.

The House will also have a condolence meeting on day one. On the second and third day business days that will be convened on September 21 and 22 the House will discuss the First Supplementary Budget and other legislations if brought forward by the ruling coalition.  Due to the outbreak of Covid-19 the monsoon session of the assembly was deferred. “As per the constitutional norm there must not be a gap of more than six months two between Assembly sessions. The budget session was concluded on March 24. I can confirm that the monsoon session of the assembly is set to take place from September 18,” said Assembly Speaker Ravindra Nath Mahto.Asked about preparations required to conduct the Assembly session Mahto said that this year's Assembly session will be held in an extraordinary situation.

“We have requested parliament secretariat to provide us the guidelines about how to conduct the session. No unnecessary gathering will be allowed on assembly premise during the session. Some MLAs were tested Covid-19 positive in the past so we have to ensure protection of all MLAs.

All MLAs will have to undergo Covid-19 test at least 72 hours before the session to start,” he said.

However, the Assembly speaker did not reply as Question Hour will be suspended on the line of new guidelines of parliament. “Once we get the copy of the guidelines only then we can assess and make a proper plan to conduct monsoon session,” he said.
