Differences between Ranchi Mayor Asha lakra and RMC Municipal Commissioner does not seem to have resolved even after a joint affidavit filed by them in the Jharkhand High Court. lakra, through her counsel in the Court on Wednesday, pointed out irregularities in at least four Notice Inviting Tenders (NITs) sought by her from him for clearing them. Incidentally, lakra was present in the Court of her own during the hearing of the PIl filed by Deewan Indraneel Sinha on the issue of the outbreak of mosquitoes in Ranchi.
The Division bench of Chief Justice PK Mohanty and Justice Ananda Sen asked her counsel to bring it on records whatever he wanted to submit in the Court.
“We told the Court that though the work has been started but it is not going on with the pace it should have and out of 5-6 NITs sought by the Mayor, irregularities were found in four of them which has been indicated to the RMC Commissioner,” said lakra’s counsel Subhashish Soren. It was submitted before the court that the lawful procedures which should have been followed were not being followed due to lack of legal guidance, he added.
“The court asked us to bring it on record what we were trying to submit in the court though a separate affidavit before Monday, the next date of hearing,” said Soren.
Soren said that the court was wanted to know that how many projects were being undertaken by the RMC and which consultant has been working for which project. The Court also wanted to know how many agencies have been engaged for consultancy purposes and how much money has been given to these agencies by the RMC, he added.
“The RMC has been asked to file an affidavit in this regard,” Soren said.
Meanwhile, referring to the works done by RMC, the court said that there was no remarkable improvement in the works done by RMC and condition of Ranchi would have improved satisfactorily if only 50 per cent of the works had been executed by them.
In its verbal observation, the Court also said that it was being reported that fogging of duplicate chemicals were done in the common areas while VIP areas were fogged with original chemicals.
