The Monsoon Session of State Legislative Assembly was adjourned sine die after continuous protests by the Opposition members on Thursday. The House, though, passed three Bills on the last day of the session.
Expressing sorrow over the decision to adjourn the Monsoon session of the Jharkhand Legislative Assembly indefinitely a day ago, Speaker Ravindra Nath Mahto said that the step came after being hurt by the behaviour of one party in the House and this decision was taken out of compulsion, with a sad heart. Mahto said that the House is the form of the public, but at present, a ridiculous situation was being created in front of the country and the state, so he did not want such a situation to be created.
Addressing media persons in the Assembly hall on Thursday after the end of the session, the Speaker said that before the commencement of the House, it is expected that the session may be short but meaningful. “You can see what the condition of agriculture is these days due to scanty rainfall in the State. There is a strong possibility of drought. Apart from this, there were many public issues which were to be brought up in the session, but due to the behaviour of the opposition, nothing could be done on these issues,” he said.
The Speaker further said, “Seeing the behavior of the members of the Opposition members from the beginning of the session, I suspended four members. Later it was revoked prematurely with the hope that they would uphold the dignity of the House. Along with this, they will cooperate in running the house smoothly. But, nothing like this was seen. For the first time in this session, the newly elected MLA Shilpi Neha Tirkey also spoke in her first speech, which was not respected by the members of the opposition. It hurt my soul a lot.”
In order that this should not happen in future, the Speaker said that he will talk to the leaders of all the parties about this. “I would urge them not to put an end to the aspirations of the people which are ignored by ruining the session,” he said.
Meanwhile, three Bills were passed in the House on Thursday within an hour before adjourning the House for an indefinite period. The three bills include Kaushal Vidya Entrepreneurship, Digital and Skill University Bill 2022, Azim Premji University Bill 2022 and Jharkhand Excise (Amendment) Bill 2022. Minister in charge of the Higher and Technical Education Department Mithlesh Thakur presented all the bills, which were passed in the absence of the members of BJP.
Earlier in the day, Speaker Rabindra Nath Mahto revoked the suspension of four BJP MLAs who were suspended from House on August 2 for unruly behaviour. The four MLAs, whose suspension was revoked, included Bhanu Pratap Shahi, Dhulu Mahto, Jaiprakash Bhai Patel and Randhir Singh. The Speaker revoked the MLAs suspension after Parliamentary affairs minister Alamgir Alam urged the speaker for revoking the suspension. The MLAs were suspended till August 4, but the Speaker revoked the suspension on Thursday morning.
Revoking the suspension, Speaker Mahto observed that sometimes action of suspension is taken unwillingly to maintain the dignity of the house. After revoking the suspension, the speaker directed MLAs Deepak Birua (JMM) and Umashankar Akela (Congress) to bring the suspended BJP legislators Bhanu Pratap Shahi, Jai Prakash Bhai Patel, Dhullu Mahto and Randhir Prasad Singh, back into the house with proper respect and honour. After the suspension was revoked, normal business in the house resumed.
Earlier outside the house, the BJP legislators on Thursday staged demonstrations against the state government. The MLAs were accusing the government of giving protection to cow smugglers. They said that illegal smuggling of sand, coal and stones were taking place in the state under the protection of the police administration. The BJP MLAs also demanded a CBI inquiry into the murder of Inspector Sandhya Topno.
Sandhya Topno, a woman police official engaged in a vehicle checking drive near the Jharkhand capital Ranchi was mowed down on Wednesday early morning by a pickup van allegedly involved in cattle smuggling. Topno, a 32-year-old Sub Inspector of Police, was conducting the vehicle checking drive at Tupudana on the outskirts of Ranchi, when the speeding vehicle carrying cattle knocked her down and fled. Former Chief Minister Raghubar Das had demanded a CBI inquiry in the SI Sandhya Topno murder case.
