The Ranchi Municipal Corporation (RMC) has recently appointed 100 Home-Guard personnel to streamline the basic civic services here in the Capital City. According to the City Managers, to discharge the duties vested with the municipal corporation more effectively, the decision of appointing the Home-Guard personnel has been taken.

All these newly appointed 100 Home-Guard personnel will coordinate with RMC enforcement cell members in conducting raids, imposing fines besides taking care of other civic chores. The decision taken by the official will also aid in fetching descent grading in the on-going sanitation survey-2018 said a City Manager. Meanwhile, in the absence of trained personnel, the Municipal Corporation officials were finding tough to coordinate and implement the plans to streamline the existing setup especially from sanitation perspective.

“The Municipal Corporation has written to the department asking for 100 highly trained home-guards who can assist the civic body personnel in maintaining the planned setup. After clearing the formalities, all these selected Home-Guards had started their work in co-ordination with the City Marshalls from January last week,” said, RMC City Manager, Swati Raj.

The primary tasks of these Home-Guards are—checking the movement of e-rickshaws whether the drivers are following the route chart plan or not, keeping a tab on the defaulters throwing garbage on city roads, assisting the enforcement cell officers in conducting raids. In shifts, all these Home-guards have been asked to deliver their duties. In the absence of human-resource, the civic body has shelved their plan of conducting regular checking drives. As per the decision, the enforcement cell officers were ordered to conduct regular checking drives at banquet halls, lodges etc. “We are preparing the team, soon the City Marshalls along with the home-guards will conduct the raids. Also, the team will be instructed to visit market places for checking cleanliness while ensuring that any plastic materials are not again flooded in the market places,” Raj further added.

However, the officials remained tight-lipped over the issue of monitoring the Home Guard personnel inducted in RMC enforcement cell for different purposes. Notably, in the absence of stringent measures, several cases of manhandling people by enforcement cell staffs had been reported in the past. Also, none of them clarified their stance over the issue of button-cameras allotment to these staffs who regularly deals with the public.
