The CBI on Friday submitted status report of the investigation of the alleged murder of additional district judge of Dhanbad district court Uttam Anand. In the report submitted before Jharkhand High Court the CBI maintained that the judge was hit by a speeding auto rickshaw that caused his death.
But, the CBI in the report remained silent on the alleged murder motive and conspiracy behind the alleged murder stating the investigation is still going on.
Hearing the matter; the bench headed by Chief Justice Dr Ravi Ranjan directed the CBI to minutely investigate the case to unearth if the judge became the victim of any conspiracy.
The court also directed the agency to ensure tight security cover for both the arrested accused stating that they might be attacked if the judge was murdered under a conspiracy. Both arrested accused are the auto drivers who had hit the judge during his morning walk in the morning of July 28 in Dhanbad.
The court also said that in case accused are taken out of Jharkhand by the CBI for investigation they must travel in flight rather than in train. The agency also told the court that a narco test has been conducted upon the accused and samples have been sent to a laboratory outside of Jharkhand for testing. The court said that even the laboratory report should be physically taken into the flight.
During the virtual hearing home secretary of Jharkhand and director of Jharkhand Forensic Science Laboratory were also present. In the previous hearing held on August 19, the court had expressed displeasure over the condition of the state Jharkhand Forensic Science laboratory where the basic facility of the pathological test of blood and urine is not available.
The matter came to light when the CBI informed the court that a forensic report could not be prepared as the state FSL returned the sample of blood and urine of the accused stating that the testing facility for the same is not available at the laboratory.
During the hearing on Friday the court asked the home secretary and director to explain as to why the lone forensic laboratory of Jharkhand doesn’t have basic facilities. The court also asked about infrastructure and vacant posts at the laboratory.
