The State Government on Tuesday removed Gumla SP Chandan Kumar Jha for not taking action against culprits in a case where a minor girl was kidnapped for the second time by the same person but police could not arrest him even after his mobile location was traced out. The action came after Chief Minister Raghubar Das angrily scolded the Gumla SP during Seedhi Baat programme here on Tuesday.
According to a notification issued by the Home Department on Tuesday evening Jha has been transferred to CID, while Jamshedpur Rail SP Anshuman Kumar has been made the new Gumla SP. City SP Jamshedpur Prashant Anand has been given additional charge of SP Rail, Jamshedpur.
The CM while hearing the complaints coming from different districts of the State during Seedhi Baat at Suchna Bhawan also directed Palamu DC to lodge FIR against Padwa Circle Officer for the irregularities in the payments made to farmers against crop insurance. According to the complain a minor girl studying in class 9 was kidnapped for the first time from Chainpur, Gumla on September 2, 2017 and was raped by one Anwar Khan and his aide in a nearby jungle.
The family members, after collecting information about her, recovered her from the jungle on the next day and lodged an FIR at Chainpur Police Station on September 4.
“Why action was not taken after the FIR was lodged in the Police Station, The girl has been abducted and you are making an excuse that you did not have the warrant. This is really shameful, I don’t know how you became an IPS OfficerIJ” said the CM. Raising a question mark on the working of police, Das also directed the SP to send a team immediately and ensure arresting of the culprit.
Hearing another complainant Ruplai Mohanti, mother of a Delhi Public School student Antariksha Shanigrahi, who was killed in a road accident on July 25, 2016 in Ranchi, the Chief Minister directed the CID to take over the case and complete the investigations within two months. He also said the culprits should not be spared at any cost. Mohanti, presenting documents supporting her apprehension that her 17-year-old son was killed by his father and grandfather under a conspiracy, alleged that police closed the case calling it an accident.
Though the SSP claimed that the location of father at the time of accident was traced at Silliguri, Mohanti presented the copy of final report submitted in the Court stated that the father was riding the bike while the son Antariksha was sitting as a pillion on the bike when the accident took place.
“How can there be any error in the final report submitted in the Court suspend the IO immediately and hand over the case to CID to ensure that no one involved in the conspiracy is spared,” said the CM. The Chief Minister was also directed Dhanbad SSP Manoj Ratan Chothe to investigate the case taking personal interest in a case of acid attack on Navneet Kumar in the year 2009, but the police was yet to trace the culprits even after their mobile number was made available to it. Kumar said that the culprit called him up on his mobile phone asking to come at the Bus Stand and threw acid on him.
“Take action against the then Officer in Charge of the concerned Police Station and give him the compensation so that he could get operated properly. If there is no provision pay him CM Discretionary Fund,” said Das. A total of 25 cases were taken up during the programme.
