Apart from this, the possession or lease of the land should be on a lease of at least 30 years. Also, along with setting up the university, the land should not be used for other purposes. Such land will not be mortgaged to any financial assistance or bank etc. for any other purpose except taking a loan for the establishment of such land.

Along with all this, it will be mandatory to keep a fund of Rs 10 crore for land in the Municipal Corporation area and Rs 7 crore for land outside the Municipal Corporation.

To open a private university in the state, you will have to construct a library, lecture hall, auditorium, student resource center, sports facility and laboratory etc. in a built-up area of at least 12000 square meters. Also, the rules of UGC will have to be followed under this.

In private universities also, the appointment of Vice Chancellor, Registrar, teachers and employees will have to be done as per the rules. Apart from this, continuous work will also have to be done to promote innovation in the university. Proposed vision and initial plans and audits will have to be done for academic and research excellence.

If students from economically or socially backward families including Scheduled Caste, Scheduled Tribe, Other Backward Classes and disabled students get concession in fees in these private universities, then it will be mandatory to give it.

Apart from this, the university will have to work with the commitment to educate itself with the policies of the state such as Industrial and Investment Promotion Policy, Startup Policy, Energy Policy, Health Policy, Mining Policy and others. There will also be an investigation committee at the level of Director Higher Education Department for private universities.
