Crediting his Government’s preemptive step to kick start plan formulation exercise well in advance, Chief Minister Raghubar Das on Wednesday said it has gathered good number of suggestions before the next Budget.
Holding a review meeting with officials on Wednesday, the CM also stressed that the upcoming budget would be for poor people of the State. “We have been lacking on budget making front due to absence of advanced planning. That is why we decided to start the process in September-October itself. It is because of that only, in January we have some good suggestions with us which would be incorporated in the budget. We have to ensure now that the budget accommodates peoples’ expectations relating to education, power, housing, agriculture, employment etc,” said Raghubar Das.
The CM also expressed hope that good results would also follow in the yojna banao abhiyan, continuing at present. “People understand that all the work cannot be done in one year time. Direction of the Government is right. It will take time but task would be completed for sure. We have to keep our intentions clean,” said he.
Officials present in the meeting informed that 116 schemes out of 173 schemes announced in the last budget have been completed and the Government would present action taken report in the Assembly about those.
Pointing about some of the major suggestions given for next budget, the officials apprised the CM that proposals like single window for agriculture, priority on irrigation, improvement in higher education, uses of IT, promotion to performing panchayats, solar rooftop plants and saving women from trafficking have been the main agenda of the social groups and common people.
Several Ministers were also present in the consultation who also expressed their views. Chief Secretary Rajiv Gauba, Principal Secretary to the CM Sanjay Kumar and other top officials also attended the meeting.
Meanwhile, Principal Secretary Planning and Finance department Amit Khare on Wednesday directed DCs for action plan for the districts where CD ratio has been dismal. Holding a review on bank finances with a SlBC sub-committee on Wednesday Khare also told them to focus on allied activities apart from farming.
“Bankers should present deposit and credit ratio separately for the year 2015 and 2016 so that comparative assessment can be done. Also, we have districts where CD ratio is lower than 30 per cent. The concerned DCs should prepare monitorable action plan for encouraging allied agricultural activities like goatary, piggery, animal husbandry and poultry. NABARD and other concerned departments should work in tandem for that,” said the official in his pre-budget consultation,” he said.
CD ratio of Simdega, Gumla, Chatra, Deoghar and West Singhbhum is substantially low that reflects poor loan disbursal to farmers. Amit Khare in this regard has also called a meeting with the DCs on January 29 through video conferencing that would also involve officials of NABARD, RBI, bankers, district industry center officials and also from concerned Government Departments.
