long pending proposal to set up Sports University by utilising the infrastructure available at Khelgaon, Hotwar got a go-ahead from the Government. The Cabinet on Tuesday cleared the proposal for the varsity along with about 13 other academies belonging to different streams related to games.
Informing about this after the meeting, Cabinet Secretary SK Satpathy said that 1,400 students would be inducted into the proposed university that would also provide formal education apart from sports.
“The Cabinet has decided to enter into an understanding with CCl (Central Coalfields limited) for setting up a Sports University at Khelgaon and also Sports Academies. As many as 1,400 seats would be available in which 50 per cent would be reserved for candidates from Jharkhand and rest would be filled from outside. CCl and the State Government would share the 700 seats available for Jharkhand equally.”
The proposal has been pending with the Government since Chief Minister Raghubar Das and Union Power and Coal Minister Piyush Goyal expressed agreement when the latter visited Jharkhand early this month. The Chief Minister had announced May 8 as date of signing the MoU between State Government and CCl but the desired Cabinet’s approval took time.
“With Cabinet approval the way for MoU has been cleared. We will fix a suitable date after discussion with the Government,” said a CCl official. The Miniratna coal company would build and maintain the infrastructure for the varsity under its CSR programme.
In its decision, the Cabinet also outlined the governing body of the Sports University which would be headed by the Chief Secretary. CMD of CCl would be deputy-chairman while secretaries of Sports, Finance, Human Resource Development, officials from CCl and Coal India limited and two male and female sportspersons of international and national repute would chip in as members.
In its other decisions, the Cabinet also approved exemption of VAT on purchases made by three facilities of the RK Mission Ashram located at Sisai and Divyayan and Tupudana in Ranchi. The Cabinet Secretary said that due to the waiver the Government would lose tax revenue in the tune of Rs 46 lakh annually. Also, canteens of Army, CRPF, RAF at Jamshedpur, Tiril, Sembro and Core Department have been given VAT exemptions on sale and purchase of items.
“Nine posts have been created for Camp Office of the Chief Minister at Jamshedpur which would be of ADM, officials of basic grade, assistants, data entry operators etc,” said Satpathy.
This apart, the Cabinet also okayed what is being named as ‘Golden Triangle’ of Jharkhand-Dhanbad-Jamshedpur-Ranchi Expressway. Infrastructure Development Finance Company (IDFC) has been named as transaction manager for the PPP mode project. The Chief Minister in his Budget speech had announced for the ambitious business corridor connecting industrial and mining hubs with the State capital. The expressway would be completed in three time-bound stages.
Additional posts of Rojgar Sevaks for 56 villages of Saranda and 12 of Saryu have been created under MGNREGA. The areas have been heavily Naxal-infested and special development plans are being run there. The Cabinet also granted amendment in the rules for Gazetted officers in Fire Department and approved laying to CAG report for the year March 31, 2014 in the Assembly.
