Garhwa Deputy Commissioner (DC) Shekhar Jamuar has taken strong steps against people involved in committing financial irregularities in government works

A case came to light in which CSC operators Navneet Kumar Patel, Satyanarayan Gupta and Ajit Prajapati of Kupa Panchayat of Kharondhi block had knowingly entered the number and IFSC CODE of their close relatives on the portal instead of the account number and IFSC CODE of some beneficiaries of the Main Samman Yojana with wrong intention.

After the matter came to light, an investigation was conducted by the Zonal Officer, Kharondhi. During the investigation, the complaint was found to be correct, it has been reported that at the time of entry, the CSC operators had entered their own or their close relative's account instead of the beneficiary's account, due to which the amount was not going to the beneficiary's account but to their or their relatives' accounts. The investigation made it clear that the amount of 07 beneficiaries of village Kupa has been transferred to the account of Reshmi Devi, wife of CSC operator Navneet Patel. The money of 05 beneficiaries has gone to the account of CSC operator Satyanarayan Gupta and the amount of 09 beneficiaries has gone to the account of CSC operator Ajit Prajapati's mother Lalati Devi.

In this regard, first of all, the amount of Jharkhand Mukhyamantri Mainiya Samman Yojana was transferred through the bank to the accounts of eligible beneficiaries by the three CSC operators and for committing irregularities, the ID of all three CSC operators (1) Navneet Kumar Patel (2) Satyanarayan Gupta and (3) Ajit Prajapati was cancelled with immediate effect.

In another case a complaint of huge irregularities related to black marketing was received during the purchase of paddy in Rampur PACS under Majhiaon block. In the light of the complaint received, a joint investigation was conducted by the District Supply Officer and District Cooperative Officer, Garhwa. In the investigation report, it was found that against 5375 quintals displayed in the procurement portal under paddy procurement marketing season 2024-25, only 2693 quintals of paddy was found in their warehouse. At the time of inspection, about 2300 quintals of paddy was not found in the godown.

For the huge irregularity, an explanation was sought from the Chairman of Rampur PACS, Ravindra Singh. The explanation received from the Chairman was not acceptable and was rejected, whereas, for the irregularity, an FIR has been lodged in Majhiaon police station under relevant sections of the Indian Penal Code against Ravindra Singh, Chairman, Rampur PACS, Block-Majhiaon, District-Garhwa through the District Cooperative Officer, Garhwa.

DC Shekhar Jamuar said that 100% compliance of the instructions issued by the government should be ensured in the implementation of government schemes. If any irregularity comes to light at any level in government schemes, strict action will be taken by the district administration.

In another matter, in the investigation of the complaint received regarding giving the benefit of Abua housing to ineligible beneficiaries in the Gram Panchayat, Kharondhi of Kharondhi Block, it has been found that housing has been sanctioned to a total of 09 ineligible beneficiaries in Kharondhi Panchayat, in which the amount of the first installment has also been released in the accounts of 07 beneficiaries. After the investigation came to light, the amount has not been transferred to the accounts of the remaining 02 beneficiaries. After giving instructions, the amount has been withdrawn from the account of all 07 beneficiaries. After investigation, it is becoming clear that negligence and irregularities have been committed in the selection, registration and geotagging of beneficiaries from the Gram Sabha.

Strict action has been taken against all concerned in this matter by the DC, in which (1) Shashi Kumar, Panchayat Secretary, Gram Panchayat Kharondhi has been suspended with immediate effect. (2) Recommendation for suspension of Mukhiya Manju Devi of Kharondhi Panchayat has been made to the State Election Commission while (3) Raviranjan Block Coordinator and Ravindra Kumar Block Development Officer, Kharondhi have been asked to show cause for negligence in supervision and have been warned that if negligence is seen again then departmental action will be taken by fixing your accountability.

The DC informed that homeless people are to be given the benefit of Abua Awas Yojna and Pradhan Mantri Awas Yojna. The benefit of housing should be given to eligible beneficiaries only, if under any circumstances, any case of ineligible beneficiaries taking benefit of the scheme comes to notice then strict action will be taken against the culprits.
