Appearing discontent with the performance of his department during the last financial year, Food and Civil Supplies Department Minister Saryu Roy is all set to implement new set of rules from the next financial year. Talking to media persons at his office in Ranchi, Roy said that the performance of his department was not as fruitful as it ought to be.
“According to the assessment done by me about the officials in my department, I would say that they (Officials and staffs) were not as active as they should have been. Everybody was quite active but they became a bit lethargic; they definitely worked hard but the results were not as per the expectations,” said Roy.
Work culture in his department will be completely changed from the next financial year and rules of the executive must be followed at any cost, he said.
“There must be a set of rules and assessment of everyone’s work must be done right from the minister to the dealer,” Roy said. A permanent order must be passed depicting the limitation of power of each of the officials; who can take decision on what matter, he added.
Roy said that the best self assessment will be that one tells his seniors about his achievements.
Roy further added that out of a total budget allocation of Rs 1,235 crore, Rs 300 crore was surrendered. “It’s not that we could not spend it but only that money was surrendered which was saved by the state government due to various reasons,” the minister said. Dhoti saree scheme, according to Roy, will be restarted again from this year for which orders have already been passed.
A socio-economic survey was conducted by Kolhan University for which samples from 10 different districts were taken out of which 99 per cent of the people were in favour of restarting the scheme. They, however, suggested some improvement in its quality which has been forwarded to the Chief Minister.
Roy also informed that a Food Commission will soon be in place for the state which will be the final arbitrator in the cases related to food and civil supplies. The commission will have a chairman and four other members having a rank of Secretary and Deputy Secretary.
“Additional Collector will be the grievance redressal officer at the district level,” said Roy.
Roy also said that the state will soon get its own PDS Control Order, draft of which was under process. “I already assigned the Director and the Special Secretary to hand over the final draft of PDS Control order to me by April 15 so that the system in the department could be run accordingly,” he said. Besides that there must also be a system of grievance redressal where a record will be kept that when the complaint was received and when it was addressed.
Till now PDS Control order of Bihar was in place that too, drafted in the year 2007, which was not valid in the State.
