In this entire process, based on valuable feedbacks received in the course of interaction with various stakeholders at ground level was kept in mind under the guidance of BSL top management . Township team were working towards up gradation since long and this challenging task has been successfully executed by the team under DGM Avinash Jha of housing allotment after intensive brainstorming.

Under the motto “Sugam Technique” It has been decided to digitize the entire allotment process. The entire process of occupancy and evacuation of quarters is being done online under "Sugam Technique" in collaboration with C&IT Department. The process related to this will become smooth and transparent, which will greatly benefit the allottees. Based on the basic spirit of “Employee First” In D type quarter allotment, the preference will now be grade wise i.e. higher grade employees will be higher in the merit list. Simultaneously Like the executives, now the non-executives will also be allotted accommodation on the basis of choice. For “D” and “E” type accommodation, the employee can give a maximum of 20 choices from the list of vacant accommodation. The list of the said vacant houses will be displayed on the intranet of BSL as a part of transparent allocation procedure.

In another important reform, provision has been made to adopt a common priority list in the cases of quarter change and for this also the list of vacant houses available for choice will be displayed. The time limit for change of residence is now from 6 years has been reduced to 4 years. Mutual changes in the same type of accommodation can now be done up to two times instead of once. In parallel House rent and panel rent have been rationalized for different categories to bring more uniformity in resource allocation. Also the process of “Sahaj Maintenance” will be followed in allotment of fresh quarters to BSL employees. Over all with above executions at least one can expect fair working culture in terms of BSL housing appropriation which was always a matter of concern earlier.
