Chief Minister Raghubar Das today asked officials to ensure participation of the common man in the Government schemes to make them more effective and target oriented. Das, while reviewing two schemes Tejaswi and Johar in his office on Monday, said that in order to increase people’s participation, fund for schemes should be allotted to people and for that matter rules need to be amended.
The CM, on the occasion, said that officials were trusted for 67 years but development has not reached to the remote corners of the State. “Now we need to trust people for implementation of schemes properly. Poor people are more honest and when they will be held responsible for enactment of schemes, the work will speed up. We need to empower locals so they can actively participate in schemes and NGOs and mediators become irrelevant. Districts like Pakur, Khunti, Simdega, Gumla, Sahebganj and Chaibasa are lagging behind. In such districts, schemes need to be implemented on priority basis,” he said.
Under Tejaswi Scheme, the CM said, that 154 blocks of 17 districts will have skill development programme and children aged between 14 and 24 will have self employment. Block coordinators will constitute Tejashwi club and transfer responsibility to district coordinator. Clubs will train women and girls according to their choice and employ them. Rest of the 7 districts will have Sabla scheme, which will come into force by January 2018.
Das said that the Johar scheme will reduce number of BPl families in Jharkhand. “The Government aspires to generate employment opportunities worth `15,000-20,000 for everyone, so by 2022, no family will fall below poverty line. BPl families will be encouraged to do beekeeping, poultry, goat farming, fisheries, gardening etc. Government will purchase the things produced by people and they need to be aware about this. Blocks with adequate financial basis can start working and rest will start in next financial year,” he added.
He said that the government wants census survey for BPl families to determine their number. It also wants to cross verify government sponsored veterinary work. To make sure whether schemes are reaching the needy, beneficiaries’ signature and mobile number will be maintained in a register and Jan Samwad will keep a check on that. He said that the State produces desirable amount of Mahua and soon production of jam, jelly and other things will start. The CM also directed Food, PDS and Consumer Affairs department to organize camps for Ration Card especially in the areas with maximum complains with the help of block coordinators and panchayat secretariat.
Principal Secretary of Social Welfare Department MS Bhatia said that Tejaswi clubs are being constituted for every two Anganbari and there will be one young facilitator for every two club. There will be cluster of eight clubs for which one cluster coordinator will be appointed. Cluster coordinator will report to block coordinator.
Secretary of Rural Development Department Avinash kumar said that 68 blocks of 17 districts will be benefitted with Johar scheme. Scheme are starting in 25 blocks and next year schemes will be enacted in rest of the blocks.
