Gone are the days when property could be registered multiple times by exploiting inherent loopholes in the process of registration which incidentally had no in-built mechanism of verification about the bona fide owner of the property.
The State Government took the first step in the direction of plugging the loophole and introduced e-nibandhan system that will facilitate online access to all sorts of registered deeds.
The project was started from Jamshedpur in 2008. However, considering the need to put a robust mechanism to replace manual registration that favoured middlemen and promoted fraudulent practices the project was subsequently extended to other places also.
The system was inaugurated by Registration Minister Annapurna Devi on Saturday.
Dedicating the system to the people, the Minister said, "lands in this city are getting registered multiple times. However e-stamping services, payment gateway in addition to several other services will control the malpractice. Middlemen cannot befool anyone now."
The system is touted to safeguard interest of people, besides preventing forgery of documents and is likely to address issues such as title disputes which sometimes lead to murder of parties in the dispute. The system will reduce dependence of common man on middlemen who make a lot of money in the name of obtaining stamp papers.
"Every day killings happen in the State and land dispute is behind 40 per cent of the killings in the State," said Chief Secretary RS Sharma to highlight the importance of the system.
The system helps in searching, obtaining non-encumbrance which is vital for obtaining property loans and certified copy of registered deeds, including marriage certificates and the system will have access to centralised monitoring of registration activities. Notably, a user can obtain e-stamps through bank drafts and Real Time Gross Settlement (RTGS) service provided by banks. The stamps thus obtained can be verified online.
The centralised monitoring system will provide complete details of registration besides providing details of registration process.
The inauguration ceremony was attended by Principal Secretary IT NN Sinha, Secretary Registration Satendra Singh and officials of Registration department
