Domicile policy: CM sets new deadline

Published on:

Exactly one year after he had given assurance on the floor of the House to draft a domicile policy for the State within two months' time, Chief Minister Raghubar Das set another deadline for the vital legislation.

Responding to the persistent pressure from the Opposition members as well as the ruling party MlAs in this regard, he said that the Government would come up with the policy during 2016 for sure.

Expressing worry over unabated pandemonium continuing for last four days over the issue in the Assembly, the Chief Minister, at the same time, termed the aggression 'politically motivated'.

"Assembly is the highest panchayat of the State. It is for exchange of ideas. But playing politics on domicile and employment policy is unfair. We do not want to do politics over it. Here I want to assure you all that we would formulate the policy this year only," said Das.

He also termed it a policy issue which needed deliberations by rising above party lines. The CM, on the occasion, referred to the initiatives taken by his Government, consultations with political parties and social groups made and the discussion happened in the Tribal Advisory Council (TAC) for this purpose.

However, the Opposition members were not satisfied and continued with din, pamphlet flashing and sloganeering by coming into the well. Briefly, leader of Opposition Hemant Soren was heard saying that the answer of the CM was unconvincing.

"He has just given a useless rhetoric. His gimmick would not make us calm. We would not sit unless the Government stops recruitment process for various vacancies till the policy is declared," said the JMM denouncing the reply.

Moreover, the stalemate brought members from the JMM and of the BJP face to face on the floor of the House and they started outshouting each other. This led to exchange of corruption charges, verbal duals, hurling taunts and even show of strength when JMM members Amit Mahto, Anil Murmu and few others climbed on their seats in the process in the second half. The House barring passage of two Bills sans any discussion could transact no business and subjected to adjournment three times.

The insoluble conduct of the Opposition members even compelled Speaker Dinesh Oraon to threaten them with sine die. "I am warning you all here. If you continue like this and do not go to your seats then it is quite possible that the House would be adjourned sine die. I would be forced to take the action. You should evaluate pros and cons of it," said the Speaker. Friday is the last day of the Budget Session.
