Chief Justice of Jharkhand High Court Justice Virender Singh has given a new meaning and dimension to the district legal services authority (DlSA) in the State when under his order DlSA in Deoghar took up measures for the injured and killed pilgrims in the stampede. Many pilgrims like Ramjatan and Binod Singhof Palamu, who returned from Deoghar said it was a refreshing experience to find DlSA working for the stampede victims.

Sources said the DlSA Jamshedpur under order of the CJ is up for the relief of the 9-year-old girl raped in a village under Ghatsila sub division. And the way DlSAs of these two places have swung into action credit for it goes to CJ said many commoners here who chorused ‘ We had no idea law would be with people in their such a distress and misfortune for no fault of their own.’

Sources said the DlSA to date was associated with organising lok adalat, mega lok adalat, national lok adalat, holding legal awareness camps and opening of legal clinic all under the directive of National legal Services Authority Delhi via JHAlSA in the State.

The new role and responsibility given to DlSA by the CJ has made it more and more public friendly and its image among the commoners has gone up tremendously and now people of Palamu look forward for the initiation of Jharkhand Victim Compensation Scheme notified by the state home department way back in the year 2012 but not many know about this.

Sources said Jharkhand Victim Compensation Scheme can be popularised through DlSA much easily here. The state Home department had notified this Scheme in 2012. The Pioneer accessed this Scheme.

This Scheme is crime compensation under Article 357 A of CrPC wherein the offender goes traceless and unidentified while the victim stands identified and seeks compensation for his/her rehabilitation . This Scheme gives an opportunity to victim to seek compensation where no trial takes place.

Under Jharkhand Victim Compensation Scheme all that a victim or his dependant is to do is to report the offence to the DlSA which the DlSA is to inquire within two months and on certification of the incident by the police of the rank of sub inspector the DlSA awards adequate compensation.

Under this Scheme it is Rs200,000 as compensation for loss of life. Again crime which incapacitates a victim and the disability is below 80% then the compensation is Rs50,000 while it is Rs20,000 for disability below 40%.

This Scheme has two provisions for rape victims. Compensation for minor’s rape victim is Rs50,000 while for other rape victim it is Rs20,000.
