The workings of State police department were reviewed by Chief Secretary Rajiv Gauba on Thursday to curtail misutilisation of police resources and ensure integration of modern information technology tools in crime control.

In the meeting, Gauba strictly ordered that no policemen should be deployed in any way as a household help in any officer’s house. He also ordered the Home Guards deployed at various residences to be relocated to law and order or security duty.

“Periodic review to be undertaken of deployment of bodyguards/ house guards. Provision of bodyguards to a person cannot be automatic but has to be based on the threat perception,” directed the CS.

Further review of persons deployed as bodyguards and house guards to be done every three months, he added, with all pending unauthorised bodyguard deployment cases to be reviewed and action taken within a week. As a result of the systematic effort and review by the government in the past 6 months, a total number of 428 constables have been removed from bodyguard or house-guard duty.

In the meeting, Gauba also issued instructions to ensure that the state police force is keeping in pace with the advancements in the field of IT and uses it as a force multiplier in fighting against crime.

“Databases present with the State government which can be taken up for integration should be identified. Also, a procedural roadmap should be formulated to allow to the access to various databases and inter-linking between them with the added concern of ensuring security and privacy. An administrative and technical team should be formed to ensure successful implementation of this project,” Gauba said.

Considering how Jharkhand has been a forerunner in rollout of Crime and Criminal Tracking Networks and Systems, Gauba asked the present police officials to make sure that the State continues to stay ahead in this direction.

“An online citizen portal ‘E-Samadhan’, linked to CCTNS should be developed and launched by March 31, 2016 to allow for online services like character verification, passport verification and more. By this date, it should be arranged that all FIRs are registered directly in CCTNS,” Gauba said.

By far, 1600 Investigatirs have been trained in CCTNS entry, with the remaining 2000 to be trained immediately after the panchayat elections.
