Covid-19 protocols to be followed in Budget session

The Budget session of fifth Jharkhand Assembly scheduled from February 26 will be held in accordance with the Covid-19 protocol. The Budget session of the Jharkhand Assembly will be held from February 26 to March 23. The government will table the State budget on March 3, and the session will have 16 working days.

The budget session will be the second Assembly session, which will be held amid Covid 19 protocol. The brief three-day monsoon session of the Jharkhand Legislative Assembly held in September last year was held amid strict adherence to coronavirus guidelines.

In the last monsoon session, all the legislators, assembly secretariat officials and media persons were allowed inside the assembly premises only after mandatory COVID-19 test. Sitting arrangements were made in a way that there was a gap of one seat between two MLAs.

Same protocol was followed in the special Assembly session on November 11 where provision of a separate Sarna Code for tribals in the State was passed and forwarded to the Centre.

Sources said that this time too, the session will be held amid Covid-19 protocol, but the measures will not be as stringent as the monsoon session.  An official from Jharkhand Assembly said, “The Assembly secretariat will convene a meeting of officials of various departments including officials from state disaster management and health department where a decision of Covid 19 protocol will be taken. The meeting will be likely to be held next week where Covid 19 protocols for the budget session will be finalized.”  However, the official said that measures which were taken in the last monsoon session will be not as stringent this time, but all safety guidelines will be followed.

Sources said that some of the measures which will be followed this time are ---legislators will have to undergo thermal scanning and use sanitisers before entering the House. The legislators will be provided with gloves and N-95 masks. They have been asked to make use of the sanitisers kept in their desk to sanitise hands frequently. The legislators have been asked to wear the masks in the House and to ensure physical distancing.

Mandatory Covid 19 test report for entering at Assembly will be discussed in the meeting. However, at this time of the session of 16 working days, it is unlikely that there will be a mandatory for Covid 19 test report for entering assembly premises.

This will be the second budget of the JMM-led coalition government in the state. Many important bills including new state recruitment policy will be tabled in the session.
