Palamu Commissioner Manoj Jha has cancelled the order of promoting assistants to the post of principal assistant with immediate effect. He said that promotions have been given to 39 assistants incorrectly.
The Commissioner has issued a letter annulling the promotion order of then DC Dr. Neha Arora from his level and provide information to the office.
According to the promotions made in the year 2008, those who were made principal assistants were not given benefits of the promotion in 2017. In the year 2017, due to lack of promotion, the old Principal assistants lodged a complaint to the Commissioner and said that the rule has not been adhered in the promotion.
On the application of the Principal Assistants, the Commissioner has taken action and said that the name of the promoted personnel in the year 2008 removing without any order and said position has been shown vacant. Also the fact of the roster system has been concealed. The commissioner has said in his order that the promotion on 22nd November 2017 has been prepared and the proposal for roster amendment has been prepared while hiding the facts. That the reservation roster for the post of senior class clerk and head clerk was cancelled with immediate effect.
Under the provision contained in Notification No. 50/28 dated June 15, 2016 of the Department of Personnel, instructions for preparing Reservation Roster for both the posts should be prepared according to transparency and rules in the proposal of Principal Clerk, promoted in year 2008 should be included.
He said that on 22 November 2017, in the process of promotion of roster amendment in the promotion system, to hide the facts on behalf of the establishment office and mark the guilty officials and personnel who submitted false report to the officer and action should be taken against them.
