The Department of Higher and Technical Education has tightened the noose around the constituent and affiliated colleges of all the five State universities. Principal Secretary Ajoy Kumar Sigh in a letter to the universities has asked them to direct the affiliated colleges to start second shift teaching in their colleges in the wake of the rush for admission.

Sources said the affiliated colleges are to fend for it themselves. Similar directive is for the constituent colleges to start second shift teachings where fund is to come from the Government. Vice Chancellor of the NP University AN Ojha on Wednesday convened a meeting of professors in-charge of the affiliated and constituent colleges and directed them in unequivocal term to start second shift teachings in their colleges without failing from this session itself.

VC Ojha said constituent colleges will dole out Rs  300 per class if taken by in service college teacher in second shift, Rs  600 by retired teacher and Rs  500 per class by NET/ BET qualified teachers. The affiliated colleges will meet this expense on their own. The Government wants raise GER ( gross enrolment ratio) and for this second shift teaching is to be done by all colleges.

GER in this Palamu region is dismal say less than 5 per cent below the national average.

Sources said colleges seeking affiliation or extension of affiliation and permanent affiliation will have to first convince the university of their preparedness with regard to NAAC evaluation as without any effort for NAAC evaluation by such seeking affiliation colleges the Government will push their prayer, proposal, recommendation for affiliation by university on the back burner.

VC Ojha said any affiliated college if it pays no heed to it that is it does nothing for preparation of evaluation by NAAC the Government will impose curbs on such colleges which may be a kind of suspension of affiliation or even cancellation of affiliation granted earlier. He advised all affiliated colleges to be up and doing for NAAC evaluation before their affiliation or demand for affiliation get eclipsed.
