Chief Minister Hemant Soren has given permission to issue prosecution sanction order in Dhanwar police station case number-190/2012 dated 21.07.2012 under Giridih district against the accused Mohan Lal Marandi, the then block development officer of Dhanwar block, under Rural Development Department, Jharkhand, Ranchi, under sections 1860 - 406/409/420/467/468/471/120 b of the Indian Penal Code.
From the investigation report against the accused and others and the research so far in the case, many serious errors related to Indira Awas under conspiracy by all the accused and disregard of departmental guidelines were found. For example, in the allotment and payment of Indira Awas, a well-organised gang was working in the Block Office itself, who were embezzling the amount of Indira Awas Yojana sanctioned in the name of poor people in a planned manner and in this sequence, departmental guidelines were being violated. They ignored and disregarded departmental guidelines so that government funds could be embezzled.
Deliberately converting account payee checks into bearer cheques, the middlemen were withdrawing the said amount as per their convenience and the Indira Awaas Yojana guidelines were not followed. The involvement of the then Block Development Officer Mohan Lal Marandi and other employees was found in the said incident. Thus, there are allegations against the accused of irregularities and embezzlement of the alleged government funds etc.
