In a bid to bridge the gap between Divisional Commissioners’ office and District Collectorates, Chief Minister Raghubar Das exhorted the Divisional Commissioners to contribute in the development of the State through proper utilisation of power entrusted to their post.
Das was holding a meeting with the Divisional Commissioners at his project building office in Ranchi on Wednesday. “Divisional Commissioners have an important role in administration as a division is considered to be a mini-secretariat. A commissioner is also equipped with adequate powers on his disposal,” said Das.
The CM also directed them to analyse their administrative, revenue and financial powers in the leadership of the Commissioner of South Chotanagpur and submit their suggestions to be noted by the Government.
Das also stressed on strengthening the office of commissioners in the State making them more efficient and responsible towards the society. The CM also said that there was a need to clearly define the roles of Deputy Commissioners and Divisional Commissioners.
Das, on the occasion, appealed to the Divisional Commissioners to work hard keeping welfare of poor, Scheduled Tribes, Scheduled Castes as well as minorities in their minds. The commissioners should also ensure that the welfare services for the people provided by the State Government reaches to them on time, said the CM.
“level of administration gets diminished due to lack of action taken against the erring officials creating a sense of mistrust towards it among the common people,” said the CM. Stronger the information system will help in providing the people a transparent and corruption-free Government, added the CM.
He also directed the officers to ensure monitoring of schemes and programmes being run at the district level. “You can report against any of the non-performing senior of junior officials, action will definitely be taken against them,” said the CM.
As most of the cases coming to Janta Darbar were related to land disputes, the CM directed the commissioners to ensure separate courts to dispose land related cases filling up the vacant posts at Panchayat level after preparing a list of those, said the CM.
“The process of recruitment must also be started to ensure that the posts are filled up as soon as possible,” added the CM. The meeting was also attended by Principal Secretary to CM Sanjay Kumar, Principal Secretary (Finance) Rajbala Verma, Principal Secretary (Personnel and Administrative Reforms) SK Satpathy, Divisional Commissioners KK Khandelwal, SK Meena, Arun, JP lakra and Fidelis Toppo.
