Chief Minister Raghubar Das today asked his colleagues in the State Assembly to set examples before others in order to make Jharkhand Assembly a model Vidhan Sabha in the country for maintaining decorum and peaceful proceedings. While addressing the legislators on the 18th Foundation Day of State Assembly here on Thursday the CM said that discipline and modesty are the basis of parliamentary democracy.
The CM said that parliament and legislature are pillars of democracy. “The responsibility of MPs and MLAs is to ensure that these institutions remain strong or else public will lose faith in it. Letting opposition and others present their view, strong discussion and taking care of others' perspective is a fundamental element of the parliamentary process,” he said adding that Vidhan Sabha is not a political platform but center of the people’s aspirations.
“India is known as the world's largest democracy. We should be proud of the fact that since independence, we have been able to maintain its democratic form,” he further added.
Das said that even after so many years, Vidhan Sabha sessions were being held in a rented building.
“As soon as I became the Chief Minister of the State, I decided that Vidhan Sabha building will be built and on June 15, 2015, we started the construction. The next Vidhan Sabha Session will be organised in the new Vidhan Sabha building, which will be ready by May 2019,” he said.
The CM further said that Jharkhand is the land of heroes. The first freedom movement started from the land of Bhagwan Birsa Munda. “Our government has decided to put statue in the prison of all the martyred of freedom movement including Bhagwan Birsa Munda, Pandit Ganpat Rai, Mehandi Raja, Sheikh Bhikhari, so that the next generation can get inspiration from them,” he said.
“Our Government will make a martyr memorial for all the heroes sacrificed their lives in protecting Bharat Mata including Param Veer Chakra Albert Ekka and their biography will also be written so the coming generation get to know about them and take inspiration,” he added.
Meanwhile, Governor Droupadi Murmu asked the legislators to carefully weigh a particular Bill and contemplate about it before giving their assent to it.
“If a law is brought before the House they the draft of the Bill must be studied by the legislators.
Think about the impact of the law in the people then only you can discharge your duties towards the people in a better way,” she asked the MLAs.
The Governor said that in the era of social media people can see schemes of other states and how they are benefitting others.
“Our MLAs should be careful about it. They should be aware of the schemes being implemented in our states and other states too. The lawmakers must be aware of the needs and aspirations of the people so that policies can be made according to people’s needs,” she said.
BJP MLA Menaka Sardar was awarded the Best Legislator Award on the occasion. Assembly employees and officials, meritorious students, talented sportsmen, social workers, divyangs, family members of martyred security personnel were also felicitated on the occasion graced by Assembly Speaker Dinesh Oraon, Opposition Leader Hemant Soren, MPs, MLAs and hosts of former lawmakers.
