CM bats for Placement Agencies Act to curb trafficking

Chief Minister Raghubar Das on Saturday stressed on making a Placement Agencies Registration and Regulation Act 2015-16 in order to keep a check on human trafficking in the State. He also announced setting up of a Corporate Social Responsibility (CSR) Trust, which would maintain the 2 per cent revenue contribution of corporate houses, IT hubs and banks towards CSR activities.

Notably, people migrating from Jharkhand often misguided and fall into the traffickers' net in the name of employment by placement agencies as domestic helps or labourers in metropolitan cities.

"Some amount from the CSR Trust will be contributed to the victimised children of human trafficking. In this way, we aim to make Jharkhand a skill developed State. We hope to start a helpline at New Delhi in collaboration with Jharkhand Bhawan and NGO Shakti Vahini for migration or trafficking issues. Women can avail services from the helpline," he said during the closing ceremony of two-day 4th Anti-Trafficking in Persons Conclave.

Das pointed that his Government wants to work together in the fields of Agriculture, Information Technology and Industry. In order to enhance skills and life of the rural people, the CM stressed on formation of Anusuchit Jaati Vikas Parishad (Scheduled Caste Development Council) along with Animal Hostel in each village.

"The Anushuchit Jaati Vikas Parishad will help in preparing village action plan which in turn shall allow us to know what kind of efforts is required in a village," Das said. "Our Government wants to connect women with dairy so that they get jobs in the village itself. In this regard, Animal Hostel will be made in villages within a year. Women can stay in the hostel and generate money through livestock farming wherein the cows will be provided by us," added the CM.

Moreover, he highlighted on the concept of 'Make in Jharkhand' relating it with Prime Minister Narendra Modi's 'Make in India' initiative for empowering the skills of people and providing employment opportunities within the State as well as restrict migration from the State.

"People from our State will keep migrating unless industrial trade does not happen. Our ancestors helped in establishing the Tata Steel, Bokaro Steel and HEC here paving way for local employment opportunities. We have to provide land for rail line, road and industry setting. The land will obviously not be taken at free of cost," the CM said.

However, Das accepted that the Government cannot alone work for development. NGOs working for the uplift of the society will be supported by the State Government. "If Jharkhand had been a prosperous State, it would have been recognised for its minerals and human resource. Unfortunately, it did not happen even after bifurcating from Bihar as a separate State. We ought to work more actively," said the CM.

"The migrated individuals are often exploited economically, mentally and physically. So, we are looking forward to work with Self Help Groups," Das said. The announcements were applauded by Padmashree Awardee Ashok Bhagat and US Consul General for Eastern and North Eastern India, Helen laFave. "The Act for Placement Agencies will play a key role in tracking human trafficking issues. It will allow poor people to fight against trafficking," maintained laFave.
