Shravani Mela is set to commence on 11th July and will continue until 9th August. An estimated over 5 million devotees are expected to visit Baba Baidyanath Dham and Baba Basukinath Dham during this period. To ensure that pilgrims return with a positive and fulfilling experience, preparations are underway at multiple levels.
On Wednesday, Chief Secretary Alka Tiwari chaired a comprehensive review meeting with heads of concerned departments, Deputy Commissioners and Superintendents of Police from Deoghar and Dumka, and other senior officials. Concrete decisions were taken, and accountability was assigned to ensure timely implementation. The Chief Secretary emphasized the importance of pilgrim convenience, instructing officials to establish effective crowd control mechanisms and ensure that personnel deployed in emergency response are trained, responsible, and empatheti
The Chief Secretary directed that all standard protocols be strictly followed to prevent stampede-like situations. Measures should be taken to avoid congregation of large crowds at single points, encouraging movement in smaller, manageable groups. Security personnel must only vacate their posts after proper handover to replacements. AI-enabled CCTV cameras and drones should be continuously monitored, and any signs of overcrowding must be addressed immediately.
Pathways for devotees must be even and slip-resistant, especially near staircases. Separate routes should be designated for entry and exit. Uninterrupted power supply must be ensured, with backup systems in place. All exposed electrical wiring must be secured and elevated. At entry points, metal detectors should be used with care to avoid crowding. Notably, the temple gates’ opening has previously led to sudden surges in crowd pressure—Deputy Commissioners and SPs must be physically present during such times to manage the situation. Special arrangements should be made for Sundays and Mondays, when footfall is significantly higher.
Senior officials from emergency departments have been instructed to personally inspect preparations and rectify any shortcomings promptly.
The Chief Secretary stressed the importance of maintaining hygiene and sanitation, especially considering the monsoon season. Availability of safe drinking water must be ensured. Facilities in tent cities—including toilets, water supply, and sleeping arrangements—must be regularly maintained. As per the Chief Minister’s directive, disposable bed covers must be arranged in advance.
Information regarding transportation, medical services, and rest areas should be widely disseminated through hoardings and signage. QR codes for lodging complaints and sharing suggestions must be prominently displayed across the mela area.
Additional instructions were issued regarding the Kanwariya Path, roads in Baba Nagri and Basukinath Dham, accommodation, traffic regulation, fire safety, ambulance and medical services, and street lighting.
