Senior officials deputed in the work of Census 2011 asserted that preparing a Census report in Naxal-affected Jharkhand was a Herculean task, which was completed successfully without any flaw, was really commendable. Governor Syed Ahmed felicitating a total of 65 officials — including census staff and supervisors — involved in preparing the Census Report of 2011 in the State for showing extraordinary enthusiasm and commitment towards their duties during the whole exercise.
“Being a Naxal-affected State, it was a very difficult task for the Census staff to reach out to each and every individual as well as households to collect the data which was done successfully during the exercise, said the then Chatra Deputy Commissioner Manoj Kumar currently posted as Ranchi DC.
Sunil Barnwal, who was the then Director of Census works in the State and was awarded silver medal for his contributions in publishing the report in January 2013, also asserted that the census staffs succeeded in crossing even some of the difficult terrains and reaching out to small hamlets having only 3 or 4 households and collected the required data from them.
“The data collected from the small hamlets will help the government in formulating the developmental policies of the state as well as nation,” said Barnwal. Collecting data from such remote areas was a challenge before us which was done successfully by the officials and supervisors making the census work in the state a great success,” Barnwal added.
As many as 30 questions were asked from every individual on the basis of whom action plan was to be formulated by the respective governments both at the state as well as central level, he said. Barnwal further added that Census work was made even more challenging for us as Panchayat Elections were conducted in between the two phases of Census exercise.
“Furthermore, National Games were conducted during the second phase of Census exercise raising problems for us as a larger part of administrative force were pushed in making arrangements for the mega sports show in the state,” Barnwal added. Governor Dr Syed Ahmed also said that publishing Census report was a challenging exercise on the basis of which detailed information regarding social and economic condition of the state could be easily obtained. “Developmental schemes in favour of different classes are formulated by the Government to ensure equal development of various sections of the society takes place in the state,” said the Governor.
According to the Governor, a larger part of the state population lives in the remote areas and collecting date from those areas was quite challenging for the Census Officials and Supervisors, that was carried out successfully by for which they must be congratulated. “It was impossible to carry out the Census exercise without the coordination of the Census staffs,” said the Governor.
