Cabinet rejects clemency pleas of lohardaga killers

The Cabinet has rejected the clemency petitions of two dreaded murderers who have been served death sentence for brutally killing as many as eight persons, including four minors.  The Jharkhand High Court had, in the incident taken place in 2007, found Mofil Khan and Mubaraq Khan guilty. Informing about the decision after the Cabinet meeting on Tuesday, Cabinet Secretary NN Pandey said that the rejection has been taken place after seeking advice of the law Department.

“The Cabinet in a case number 128/2007 has decided to reject the mercy petitions of Mofil Khan and Mubaraq Khan of lohardaga after due consideration and in the light of the advice of the law Department. The accused along with their two sons and seven others equipped with dangerous weapons had killed Hanif Khan for grabbing  immovable property when the deceased was in a mosque and offering the namaz. They even killed his two sons, Gufran and Irfan, who came running to save Hanif Khan and went on killing his wife Kasuman Bibi and four minor children. One of them was even disabled,” said the Secretary, narrating the gruesome incident.

This apart, the Government also framed rules for recruitment of persons from Primitive Tribes into elite Indian Reserve Battalion. 1007 posts, including five companies of security personnel, two of engineering and one for headquarter have been created. Only members belonging to primitive tribes would be eligible for applying for them. Also, the age bar for promotion of Inspectors into DSP, that was 55 years earlier, with some exceptions, has been omitted.

The Cabinet gave its assent to total 16 proposals which included framing guidelines for recruitment under sports quota, its regulation, desired qualification and promotion. Decision to amend Jharkhand State Police Recruitment guideline has also been taken.

“Earlier, the provision was to do appointments through Uniform Services Recruitment Board or USRB which has not been formed yet. Thus, the Cabinet decided to authorise Jharkhand Staff Selection Commission to conduct written examination while a Selection Board formed by DG/IG would do the physical and medical tests,” added Pandey.

The Cabinet has also waived registration fee to HEC ltd for returning 2035.14 acre of encroachment-free land to the Government under Deed of Conveyance as Relinquishment. Rule-429 of Treasury Act has also been relaxed under which there would be no need to take authorisation from Auditor General for drawing Grants in Aid.

In another important decision, the Government has amended guidelines for selection of beneficiaries under the Food Security Act-2013. Now, all the beneficiaries would be selected keeping in mind the data of the Social Economic Caste Census- 2011. This would keep persons in Government jobs, income tax payees, owner of five acre or more of irrigated land etc out of the list.  Jharkhand Under Engineering category (C) has been named as Jharkhand Under Engineering category (B) (non-gazetted).
