Cabinet nod for new surrender policy for Naxals

The State Cabinet on Tuesday put the new surrender policy for the extremists in place broadly dividing the outlawed rebels in two categories — A and B according to the rank possessed by them in their organisation. The Cabinet gave its approval for a total of 43 proposals on Tuesday including the proposals for Sports University and Sports Academy in the state.

“The surrendering Naxals have been divided into two categories according to their position in the organisation; Naxal of the rank of Zonal Commander and above have been kept in category A, who will be paid a sum of Rs5 lakh for surrendering before police. Rs1 lakh will be paid immediately after the surrender while rest of the amount will be paid in two equal installments,” said Cabinet Secretary NN Pandey.

Naxals of category B, on the other hand, will be paid a sum of Rs2.5 lakh, of which Rs50,000 will be paid at the time of surrender and rest amount will be given in the next three years in two equal installments, he added.

Meanwhile, the activities of the surrendered Naxal will be duly verified by the Special Branch of State police, only after which they will be paid the rest amount. The first installment will be given after a period of one year while the second installment will be handed over to them after two years.

According to the new policy the surrendered Naxal will also be imparted professional training for a period of one year where there will also have a provision to extend the training by one year on special circumstances. Rs5000 will be paid to them as stipend during the training period.

To provide their children an opportunity for getting proper education, Rs25,000 per annum per head will be paid to them as tuition and hostel fee along with the legal expenses incurred to them during the trial period.

The Government also gave its approval for the revising the rates for Environmental Impact Assessment Authority to be paid as inspection fees by the State Government. “Now, Rs500 instead of Rs2500 will be given up to 0.5 acres of land, Rs1000 (earlier Rs5000) for 0.5-1 acres of land will be paid to the authority.

For 1-2.5 acres of land, Rs200 has been fixed for which Rs2000 was being paid by the State Government. Similarly, Rs5000 and Rs10,000 will be paid to the agency for 2.5-5 acre and more than 5 acres of land respectively for which the older rate was Rs50,000 and Rs1 lakh respectively,” said Pandey.

Under faster road corridor scheme involving Rs1475 crore, a proposal for providing facilities of tolling rights to M/S Tata Steel Company limited was also passed in the cabinet. Under this scheme, the company is to bring in overall development of a stretch of 18.1 km four lane elevated corridor from Tata ‘hata’ to Swarnarekha river connecting it to NH33 through a new bridge. “This corridor will work as a bypass around Jamshedpur covering the primary industrial units around the city,” said the Cabinet Secretary.

Establishment of Sports University and Sports Academy on PPP mode was also given approval for which Jharkhand Sports Authority will be the nodal agency deciding on potential partner for the joint venture.

A joint venture company will also be formed by the JSA having a partnership ranging between 26-49 per cent. Optimum utilization of the present infrastructure at Morhabadi and Khelgoan at Hotwar must be ensured for both the academies.
