The Budget Session of the Jharkhand Assembly commenced today without the presence of the leader of the opposition. The month-long session will conclude on March 27. The first day of session started amid hustle and bustle with the gubernatorial address by Santosh Kumar Gangwar.

After being accorded the traditional guard of honour, Gangwar was welcomed by Speaker Rabindranath Mahato with a bouquet, in the presence of Chief Secretary Alka Tiwari and Home Secretary Vandana Dadel.

The governor's address highlighted the government's commitment to curb corruption and its achievements. The Governor emphasised the government’s focus on women’s empowerment, citing schemes like Phulo-Jhano Aashirwad Yojana and Maiyan Samman Yojana as milestones in supporting women’s socio-economic uplift. He also outlined the state’s housing initiative, Abua Awas Yojana, under which financial assistance of Rs 2 lakh is being provided for the construction of three-room houses measuring 31 square metres.

On employment generation, the Governor noted that 81 recruitment camps had been organised across 63 job fairs to provide job opportunities to the youth. Additionally, he highlighted the role of the Khadi Gram Yojana in fostering rural employment and entrepreneurship. He also detailed the state’s infrastructure transformation, citing the construction of the Kantatoli Flyover in Ranchi and the Smart City Mission initiatives. As part of efforts to address water scarcity, 1,430 deep borewells are being installed in the capital to ensure access to clean drinking water.

Education remained a key focus, with the government approving the establishment of three residential schools in Dumka and Bokaro. The Jaipal Singh Munda Scholarship Scheme has been introduced to support Scheduled Tribe and Scheduled Caste students, along with the development of learning materials in tribal languages. The Governor also announced the launch of the Valmiki Scholarship for orphaned and differently-abled students.

During the speech, MLAs of the party in opposition, BJP, raised slogans against the government's achievements.

In his address, the Governor urged legislators to play a constructive role in the state’s development. He emphasized that the progress of Jharkhand would be bolstered by the valuable suggestions and discussions from all members. Additionally, he congratulated everyone on the successful conduct of the Jharkhand Assembly elections.

While the Governor highlighted the government’s achievements and priorities, the main opposition party, BJP, strongly protested. Senior BJP legislator CP Singh accused the Governor of being made to speak falsehoods, asserting that the points raised in the speech were untrue.

In his media address, the governor said the Budget Session is important and the opposition will also cooperate fully. "There will be a good discussion in the House to take important decisions. The opposition will also play an important role with good conduct and manners under the form of the democratic system," he said.

The proceedings of the house started without the Leader of the Opposition. Before the session began, it was expected that the Leader of the Opposition would be selected, but it did not happen.

Earlier, Chief Minister Hemant Soren arrived at the assembly with his wife and MLA Kalpana Soren who were welcomed with a bouquet by Tiwari, Dadel, Parliamentary Affairs Minister Radha Krishna Kishore and assembly secretary-in-charge Manik Lal Hembram.

On the first day there was the Governor address and paying condolence to the dignitaries who passed away recently. The third supplementary budget for the fiscal year 2024-25 is scheduled to be tabled on February 27, while Finance Minister Radhakrishna Kishore will present the annual budget for 2025-26 on March 3.

Discussions on the budget will extend to March 24, with the Appropriation Bill expected to be passed the same day. The session will conclude on March 27 with deliberations on government bills and private members’ resolutions.
