Banks apathy to Mudra Yojna puts hurdles for poor in Palamu

Published on:

Palamu district’s lead bank SBI’s apathy towards Centre’s pro-poor fiscal alleviation scheme Mudra Yojna and some single branch banks in Palamu fail the target in this out going financial year. SBI officials either downplay this Mudra Yojna or just refuse to give details of disbursement of loan under this Yojna.

Arun Kumar Manager of Chiyanki branch of SBI which is located in a tribal dominated area declined to give figure of disbursed loan under Mudra Yojna when asked to give the breakup of loan disbursed in the category of Shishu loan upto 50,000 rupees, Kishore loan upto 5 lakhs and Tarun loan upto 10 lakhs.

DP Singh regional manager of SBI said, “This is unfortunate. Our officials must share our achievements in Mudra Yojna. I will pull up this branch manager for not sharing the information of disbursement of loans under Mudra Yojna.”

Sources said there are quite a good number of single branch bank like Axis  bank, Indian Overseas Bank etc where this Mudra Yojna disbursement  is almost grounded.  An official figure of these two banks from lDM office read zero for Axis and Indian Overseas bank till 30.9.2017 that is not disbursing any loan under Mudra Yojna as against the target of 31 each for these two banks. latest figures are not yet updated by lBM office said sources.

Sources said Mudra Yojna is not on the high agenda of the 109 banks located in this Palamu district where SBI is the lead bank and since SBI‘s coffers are full of other government funds it hardly bothers for loan scheme for the poor and the downtrodden under this Mudra Yojna.

Pulin Mitra lead bank manager also conceded that information regarding Mudra Yojna be disseminated to make it more reachable to the needy. Mitra said the perspective borrower is confused which business to start with Mudra loan or how to make feasible and viable scheme. He said people asking for loans do not give exact information like proof of identity, proof of address, permanent residency in Palamu etc.

Sources said as the financial year is narrowing down to March 31st banks refuse to divulge the figure of the Mudra Yojna disbursement for the simple reason that interest of the bankers in this Yojna is most wanting.

SD Modi chief manager of PNB here said, “Not many poor know about this Mudra Yojna. Middlemen are trying to earn money even in this scheme too. I persuaded a dozen thelawallas to come to our bank for petty loans like Shishu loan under this Mudra Yojna but their reluctance is large.”

Palamu administration has set a target of 2,900 Mudra Yojna accounts (read loans to 2,900 beneficiaries to be disbursed) to be opened in this outgoing financial year and till 30.9.2017 (thereafter figures are yet to be updated) it is 1,717 said Pulin Mitra lBM.  Nearly 40 crores have been disbursed.

Abhay K Agarwal district co ordinator of Vananchal Gramin banks said ‘ Out of 2,900 our banks were given a target of 1,165 and till December 2017 we have disbursed loans among 686 under this Mudra Yojna  covering all the three categories like Shishu loan (424 given) Kishore loan ( 222 given) and Tarun loan ( 40 given).

Sushant Gaurav DDC Palamu agreed that there are some banks ( he did not identify them by names) which are a deliberate under performer in this Mudra Yojna complaints against such banks have reached the concerned authorities to make them perform with sincerity for this pro poor yojna before this financial year ends.
