Baffled RRDA cries human resource shortfall

The Ranchi Regional Development Authority (RRDA) yet again cried the lack of human resource at top level including a full-time Vice Chairman. RRDA Chairman Parma Singh said today that those vacant posts, combined with lack of capital resource, had been blunting the functional capabilities of the organisation. He added that with 29 more building plans released on Thursday, RRDA was having no building plans left with it to approve.

As per organisational structure and its constitution, Town Commissioner Prashant Kumar is the Ex-Officio Vice Chairman of RRDA. “But Kumar, who is also City Commissioner at Ranchi Municipal Corporation (RMC), is already supposed, and also claimed, to be overburdened with civic activities. I have asked him verbally a number of times to devote at least some time in RRDA to furnish some 370 pending cases. But all those have not borne any result so far,” claimed Singh. However, Kumar’s version on it couldn’t be taken, as he was informed to be out of town.

Singh said that the absence of a full time Vice-Chairman had not only stalled the hearing of cases, but had also left the organisation to let illegal constructions go on uninterrupted. Singh said that he believed in speedy action on illegal construction after he assumed the office. However, the cases remained pending.

RRDA Chairman went on saying that the plan of construction of 500 houses under Pradhanmantri Awas Yojna (PMAY) was also suffering due to absence of Vice Chairman, as his approval of land was necessary to take things forward. “We have identified two plots for this Yojna, one in Dubalia and another in Sarbal. However, it requires approval of Vice Chairman,” claimed Singh.

“It is only because of pending cases, that the constructions under question two year ago have emerged as buildings, and we have been unable to stop them. Unauthorized Construction (UC) Cases are not bearing fruits, as the organisation doesn’t have a full-time Vice Chairman to hear those cases at first place. It has not only resulted in a pile-up of cases, but has also blocked resource generation coming as penalty of illegal construction,” said Singh.

RRDA, which has been struggling to regain its lost glory in absence of a full time Chairman for more than seven years and got Parma Singh being appointed in this role only a couple of months back, is also suffering due to some other vacant top posts. “Out of 15 sanctioned posts of JE, we are having just 2 at the moment. Similarly, we are running short of the only Vigilance Officer, 6 Assistant Engineers and 2 Executive Engineers out of sanctioned posts,” added Singh.

RRDA Member Manoj Pandey said at the occasion that the Chief Minister has been informed about what kind of problems RRDA was suffering from on financial and human resource fronts. He expressed belief in whatever the CM was doing on those fronts in terms of getting RRDA back on track.
