AJSU, the ruling alliance partner, on Tuesday pitched in for a separate domicile policy and recruitment policy even as Chief Minister Raghubar Das left for Delhi to discuss it with the Central leadership before taking a final call on the controversial issue.
Yesterday, Das held parleys with JMM chief Shibu Soren discussing the contour of the policy.
A party delegation comprising Drinking Water and Sanitation Minister Chandra Prakash Chaudhary and AJSU chief Sudesh Mahto met the Chief Minister and handed over a memorandum demanding a domicile policy for the State keeping local issues into consideration.
"Today we met the CM and handed over the suggestions made during a meeting of intellectuals coming from different parts of the State," said AJSU spokesperson Prabhakar Tirkey.
"We have requested the CM that the Government should decide domicile and recruitment policy of the State keeping the sentiments as well as their social and cultural traditions of the local people in mind," added Tirkey.
"Furthermore, we also requested the CM that Recruitment and Domicile Policy need to be kept separate from each other," he said.
According to Tirkey, people in Jharkhand are identified through 'Domicile of Origin', like Adivasi or Moolwasi and 'Domicile of Choice', who are residing in any part of the State of out of their choice.
"People in the first category due to the land rights acts like CNT and SPT laws are already identified historically in the State and do not need to be identified further. They could be easily categorised by verification of the 'Khatian' of 1932 or the last survey report," added Tirkey.
Domicile of Choice, on the other hand, Tirkye further added, could further be divided into two classes - firstly, period and continuance of residence in the State and secondly, on the basis of his or her purpose of residence.
"Government jobs, business organisations, acquisition of land in the State, educational connections, birth and family connections along with social and cultural integration could be made for establishing anyone's purpose of residence in the State," said Tirkey.
Other crucial issues like land and immovable acquisition policy, recruitment policy, education and admission policy as well as business and tender policy could be further decided later only after deciding the domicile policy. CM Raghubar Das met BJP MP Kariya Munda in Delhi late evening and discussed the proposed domicile policy details with him.
