To restrain the mushrooming of unauthorised private schools in Capital city, the district administration is gearing up to take stern actions on school authorities functioning without affiliation. Acting tough on private schools that are infringing the guidelines of Right to Education (RTE), District Superintendent of Education (DSE) had issued an instruction to all the private school managements to submit the details soon to DSE office but they are yet to pay heed to the order, claimed Ranchi DSE.
Following sub-clause 12(1) of Jharkhand Right of Children to Free and Compulsory Education Rules, 2011, a special drive will begin from April 25 under the supervision of Ranchi DSE. The team will inspect all the private schools in Municipal area reviewing the norms.
Covering components like Trust/Society/Managing Committee running the School, whether the Society is registered under the Societies Registration Act, 1860 (21 of 1860) or constituted under any law for the time being in force (in the case of Trust), if so, the number, place and date of registration, the school is not run for profit to any individual, group or association of individuals or any other persons, does the school has its own building or is it running in a rented building are some mandatory clause that need to be filled up by the school in-charges.
“We were constantly getting complains about the private schools functioning. As per our record, there are around 850 big and small private schools in State capital. Teams at block level have been formed and a proforma has been uploaded on DSE Ranchi website. Before June 10, all schools must fill the form, otherwise strict action will be taken against the school authorities functioning without proper affiliation and violating the prescribed norms,” said Ranchi DSE and RTE Nodal Officer, Shivendra Kumar.
“So far around 500 schools have sent the filled application letter to the DSE office. Scrutiny of application forms are going on. Despite issuing reminders to schools several times to submit the details, few private schools had never showed interest in giving details about their location and infrastructure, business mode, budgets, recruitment of teaching and administration staff including curriculum,” added Kumar.
The team formed will also have conversation with the school teachers during the inspection. The proforma prepared by the education department clearly mentions that the private school teachers must have adequate experience in their specific domains. Following the guidelines on every 40 students, there must be one teacher and one assistant to address to the need of students and it is one prime feature for getting affiliation.
