Five legal literacy Clubs (llCs) are to be set up in the district of latehar. Sources said National legal Services Authority (NAlSA) has directed its State unit JHAlSA to ensure setting up of llCs in the districts of the State.
Sources said the setting up of llCs is to be completed in this outgoing financial year. The district legal services authority of the districts are racing against time for setting up legal literacy Clubs.
Sources said V K Sahay, Principal District and Sessions Judge (PDJ) cum chairman of the latehar district legal services authority has inaugurated one llC at K G B A Vidyalaya in latehar.
Sahay said, “DlSA latehar has identified five locations for setting up llCs in this district. One such has come up at KGBA Vidyalaya in latehar.”
The PDJ further said, “llC will not occupy space of any selected institution but will start there in the institution without causing the institution any space constraints on this account. At latehar KGBA vidyalaya we set up this llC in one practical room (read lab) of the school and thus this llC is neither any invasion nor any interruption.”
Sources said PDJ here asked the girls of the residential school to be on guard against the lurking danger of child abuse where the mood and mind of a male is to be watched first to know his real motive and intention.
“Criminality has its root in the psychology of the wrong doer and thus children must be made aware of the surroundings with faces having multiple psychological complexes,” added the PDJ.
A senior judicial officer Archana Kumari who is the secretary of latehar DlSA said, “Four other llCs are to be set up one each in Barwadeeh, Balumath, Bariyatu and Chandwa.” She further said each llC will have a string of 2 para legal volunteers.
Archana Kumari further said the legal aid club operating in latehar jail is to be digitalized .
Sources said NAlSA has decided to have 5 llCs in a district to remove an imbalance of number of earlier legal aid clinics.
Sources said JHAlSA authorities had held video conferencing on this issue with the district set up of legal services authority.
Sources said each of the llC will be equipped with desk top, printer, USP and other accessories for smooth propagation of legal literacy. Sources said no legal literacy campaign will be successful unless the campaign is made interesting and participatory as in legal awareness campaigns it is the legal pundits who speak while the poor only hear with discomfort .
Sources said the present PDJ latehar V K Sahay had had his stint in the same capacity in Daltonganj where he used to reach out to remote areas in Palamu to oversee the legal aid clinic there where sources added at Parwa block there came an issue of feud (not discord) between husband and wife there when he intervened and the warring husband and wife went back home smilingly and hand holding.
