A 22 –year old deaf and dumb girl was allegedly raped by a 40-year-old man at a village in Manjhiaon police station of Garhwa district on Friday.
Irked villagers after the incident, blackened the face, and tonsured his head, garlanded with shoes before parading him in village. The irate villagers also slapped a fine of Rs 21,000 upon the accused.
On the complaint of victim's mother the police have registered a case under Section 376 (rape) of the Indian Penal Code against accused Tohid Shah.
On Saturday, the victim's medical examination was done, due to some reasons the statement could not be made in the court under 164, said Manjhiaon thana in-charge Kamlesh Kumar adding police investigation is underway.
The victim was sleeping in her house when the accused with the help of a stick from the window awakened the girl. The accused later pointed her to open the door. The accused took her to the maize field behind the house and raped her. At that time his mother woke up. Not seeing her daughter in the house, she started searching and found the girl with accused in objectionable position in the Maize field.
The girl's mother informed the villagers about the incident. On Friday, a Panchayat was held in which it was decided to make the accused roam the whole village by tonsuring his head, darkening his face and wearing a garland of shoes. Apart from this, a fine of Rs 21000 was imposed on the accused by the Panchayat. The amount of fine will be given to the victim.
Mukhiya husband Intkhab Khan told that "I live in Garhwa, I got a call from the village at around 3:00 am on Friday morning about the incident. When I reached my village at around 6:00 am. I saw that around 200 people have gathered in the village, we got information that the girl's family does not want to file a case for that incident, so the matter should be settled in the village itself.”
After that the people of the village together decided that the accused should be punished by shaving his head, blackened his face, and made to wear shoe garland and paraded in the village and a fine of Rs. 21000 has been imposed for handed over to the victim. After this he sat at the village school and the boys of the village made the accused walk in the whole village.
