The BJP and the Congress in Nuapada district have alleged that the BJD is forcing different Governments departments to flout ground rules in the implementation of development activities to bring benefit to its workers.
leaders of both the parties have drawn attention of District Collector Poma Tudu towards gross violation in implementation of activities under the UNNATI scheme. The Urban Development Department has allotted about Rs 4 crore under the UNNATI for all-round inclusive development of the Khariar and Nuapada NACs.
BJP and Congress leaders have alleged that instead of inviting tender for utilisation of the funds, the Works and RD Departments are planning to implement the works departmentally to engage BJD workers as contractors. These departments have become stooges in the BJD hand to benefit the BJD workers, the leaders have alleged. “The work implementation procedures of the Department of Urban Development state that the projects with an allotment exceeding Rs two lakh must adopt tender procedures for implementation.
This mandatory rule has been flouted," said BJP district Krushak Morcha president Sanjay Tiwari. He also lamented that BJD district leaders are influencing various departments to formulate projects which suit their self-interest without consulting a majority of people.
“Projects under the Ama Gaon Ama Vikash scheme are being arbitrarily chosen by BJD leaders without consulting Gram Sabha. The projects under the UNNATI scheme have also been selected like that. BJD leaders and their workers latter claim their rights to be engaged as contractors when the funds are allotted,” said Tiwari, further adding that he has drawn the attention of the district Collector to such irregularities in Sinapali block.
Some panchayat representatives of Sinapali block, when contacted, also corroborated this statement. The panchayat functionaries and representatives haven't been informed about the implementation of works under Ama Gaon Ama Vikash in Sinapali block.
