Under the aegis of Jharkhand Pradesh Congress Committee, a workshop on PESA rules was organized here on Wednesday under the chairmanship of State Congress President Keshav Mahato Kamlesh, in which State Congress In-charge K Raju was present as the Chief Guest.
The ministers, MLAs, District Presidents of notified districts, prominent leaders present in the workshop shared their views in detail on the rules prepared for implementing the PESA law. In the course of detailed discussion on the draft prepared for the PESA law, positive suggestions were put forward on the main points of every chapter so that this law takes concrete form and realizes the vision of the interest of the entire society.
In-charge K Raju said in the workshop that today we are discussing it 30 years after the PESA law was enacted, therefore the PESA rules of Jharkhand should be the best rules in the entire country. Everyone has given suggestions on the PESA draft, if there is any suggestion regarding the various chapters of the PESA draft till June 20, then you can give it in writing, the entire outline will be prepared by combining all the suggestions. After this, a committee will be formed at the state level. The tribal community will be made aware of this by going to the villages of Jharkhand. Jharkhand's PESA law will come before the country as an excellent law, the vision seen about the fifth schedule in the constitution, the provision given in the PESA Act, given in land acquisition, given in the forest rights law, all will be reflected in our draft rules. Our traditional Gram Sabha will be at the top and the tribals will develop.
Keshav Mahato Kamlesh said that there has been an in-depth discussion on the PESA rules, valuable suggestions have come from everyone. Jharkhand's PESA law will become a model for the whole country, Jharkhand's vision of self-governance will be realized. It was considered to implement the PESA law while protecting the traditional rights.
Rural Development Minister Deepika Pandey Singh said that the state government is serious about implementing PESA law. We have placed the draft before the public to know the opinion of the public. Discussions have been held with the enlightened people of the society who have been vocal about the tribal problems, the department will work on the suggestions received from the organization. BJP is doing negative propaganda regarding PESA, to avoid this, we have to be ready to take the prepared draft to the grassroots level. It will be implemented after discussion at TAC, Cabinet, Government level. We not only have to make a law but also implement it in a proper manner.
Finance Minister Radha Krishna Kishore said that Congress has believed from the beginning that people living in villages should get proper rights. The question is that when PESA law is implemented in Jharkhand, will the democratic system remain in the 2066 notified Panchayat or will it change. There can be many such situations where problems can arise, we have to consider all of them. If a serious crime takes place in a village and the police will need the permission of the Gram Sabha, then criminal elements can take advantage of it. The basic objective of PESA is to protect water, forest and land. Gram Sabha should represent a healthy democratic system. Our focus should be that traditional systems, religious customs, and cultural heritage should be protected.
