'State diverted foodgrains from Central schemes'

The Chhattisgarh State Civil Supplies Corporation ltd (CSCSCl) diverted 7.43 lakh metric tonnes of rice and 1.91 lakh metric tonnes of wheat on the directives of Chhattisgarh Government from the Central schemes to a State scheme in violation of the Government of India (GoI) instructions, informed PC Majhi, Accountant General (Audit), Chhattisgarh  on Tuesday while releasing the CAG report for year ended March 31, 2013.

“The foodgrains were diverted from the Central schemes to State Scheme (Mukhyamantri Khadyann Sahayata Yojana) in violation of GoI instructions valuing Rs 1975.43 crore along with wrong claim made from the GoI of Rs 899.12 crore,” he said while addressing a  news conference here.

Majhi said that the company (CSCSCl) distributed rice without GoI allotment under Mid Day Meal scheme and other Welfare schemes which resulted in non receipt of Rs 35.78 crore.

“There were delays in finalisation of accounts of the company (CSCSCl) due to which it could not submit its audited accounts to the GoI in time leading to blockage of subsidy claims of Rs 760.93 crore and consequent loss of interest of Rs 186.81 crore,” he said.

The dues of CSCSCl amounting to Rs 1.48 crore could not be recovered from Fair Price Shops due to ineffective action by the Food, Civil Supplies and Consumer Protection Department of the Government of Chhattisgarh, he said.

The GoI issues scheme-wise allotment of foodgrains to the State as per the number of beneficiaries in the States for distribution of the same under Public Distribution System (PDS). On the basis of it, the Food , Civil Supplies and Consumer Protection Department of the Government of Chhattisgarh issues district-wise allotment to the CSCSCl for taking advance action for procurement, storage and distribution of foodgrains to the districts, Majhi said.

There was lack of co-ordination among the various agencies which resulted in storage of excess stock and consequent avoidable storage charges. Mismatch in the allotted quantity of foodgrains of GoI and Government of Chhattisgarh caused excess as well as short distribution  of foodgrains and the submission of incorrect utilization certificates to GoI by CSCSCl, he said.
